After a three-month wait, the High Judicial Council today appointed 42 new judges to 11 courts across the country, in an effort to fill the huge gaps caused by vetting in the Albanian judicial system. The appointments were made on July 31, but the actual distribution was only made today, while the swearing-in ceremony is expected to take place tomorrow.
The new judges are distributed in the cities of Berat, Elbasan, Fier, Gjirokastra, Korca, Kukes, Lezhe, Saranda, Shkodra, Vlora and Lushnja. The highest number of appointments is in Elbasan and Fier with 7 judges each. The Administrative Court of Lushnja also benefits from 7 magistrates, while other cities such as Saranda, Gjirokastra and Kukes receive only 1 or 2 judges each.
Despite this partial reinforcement, the balance remains grim. Currently, only 307 judges are effectively in office out of the 417 required by the organizational structure. The most alarming situation is in the Court of Appeal of General Jurisdiction, which should have 78 judges, but even after these appointments, 67 vacancies remain in the entire system.
In the face of a justice system operating at less than 70% capacity, these appointments are just a belated step towards recovery. Unless the gaps are filled more quickly, citizens will continue to face unjustifiable delays in receiving justice.
