Concessions and PPPs failed, cost increases; Arbri Street "swallows"

Albanian citizens are expected to pay even more next year for a package of public-private partnership contracts, already infamous for the high level of corruption investigated in several criminal proceedings by SPAK. According to the data of the draft budget 2024, the cost of these contracts is expected to increase to 14.3 billion ALL from 13.1 billion this year, despite the fact that two of these contracts, the incinerator of Fier and the one of Elbasan, have already been completely paid off.

The most expensive contract is the one that provided for the construction of Arbri Street, the cost of which will increase next year to 3.5 billion from the 2.8 billion that are being spent this year. Arbri Road in total is expected to cost the citizens 40.3 billion ALL with payments that will continue until 2031. The citizens have paid 15 billion ALL while the entrepreneurial company has failed to deliver the facility according to the contract, where the key part, the tunnel under the Murriz pass continues to be non-operational a year and a half after the initial deadline. Currently, the government does not provide information on when the road may be completed, despite the fact that the undertaking company has received additional contracts. And not only that, but the same company has won a tender entitled "revitalization of the escarpments", which is effectively an addition to the addition of the contract for the construction of these fifty kilometers of roads.

The provision of hospital laboratory services, a concession currently under investigation, is the second largest which will cost Albanians 1.85 billion lek, with a 3% increase compared to this year.

The concession of surgical sets, for which the proposer and the deputy minister are currently in custody awaiting trial, is planned to cost 1.76 billion lek, unchanged from last year, while the concession of Tirana's garbage fields is expected to cost 1.27 billion lek, with an increase of 23%. Sharra Landfill, currently under preventive seizure by SPAK as a crime object, provides income from budget payments through the concession contract, from payments from Durrës municipalities and others as a deposit fee, as well as from deposit fees for private entities. Although it is already clear that the final owners of the concession contract are the fugitive businessmen Klodian Zoto and Mirel Mërtiri, and that the concession contract has not been implemented by the company in terms of planned investments, the government of Prime Minister Edi Rama has not moved to cancel the contract or to stop the payment or to solve the garbage problem as a whole.

The Milot - Morin road is another contract that costs taxpayers about 738 million Lek as direct payments from the budget in addition to toll revenues. According to its balance sheet, the company had revenues of 1.16 billion ALL last year and profits of 141 million ALL.

The direct expenditure of taxpayers for concessions is expected to increase further to 15 billion ALL in 2025, according to the estimates of the Ministry of Finance. / BIRN
