A video published by 'Blic' shows the police intervention in the area known as Rrapi i Vlorës, after a property conflict. The footage shows police officers, citizens filming and a debate about boundaries and property titles. At first glance, an ordinary event. But a public post by former Navy officer, Artur Meçollari, gave the event historic proportions.
In his post, Meçollari published a document from the Central State Archive dated May 5, 1932, which shows that the same land, where the police intervened today, was expropriated by the Albanian state 93 years ago.

-The document that speaks after 93 years
The document dated May 5, 1932, entitled “Part D”, contains a cadastral plan of the area on the edge of Vlora. Out of a total of 43,048 m² of registered land, 23,710 m² were expropriated by the Koleka brothers. At the end of the plan, “expropriated olive grove” is noted.
This area was involved in a wide-ranging expropriation process at the time for the construction of the Italian seaplane base, which was later used by the Italian army during World War II. After 1945, the property was declared military territory and remained under state administration for decades.
After the 1990s, with the opening of the property restitution and compensation process, the territory of “Rrapi” was included in a series of civil claims and lawsuits. According to data from the State Cadastre Agency, the plot that includes the former Kolek family property is listed partly as state property and partly in the verification process.
Part of the territory was registered as a mortgage in the name of private entities after 1993. This is today the cause of clashes between the heirs of the early owners and the new beneficiaries.
-The name Koleka and its connection to history
The 1932 document clearly mentions the Koleka brothers from Vuno, Vlorë. This family is known in Albanian history for its political and military role. From this branch also comes Aneta Koleka, born in 1938, the mother of Prime Minister Rama and the granddaughter of Spiro Koleka, one of the most well-known figures of the Politburo during the communist period.
This is a publicly documented biographical fact, linking a current police event to a property expropriated 93 years ago.
