Three years after the seizure of Zoto's company, the works at the Sherishta landfill remained at a standstill, leaving the city of Vlora at the mercy of garbage fumes with serious consequences for the development of tourism and the health of the residents.
For years during the tourist season, Vlora wakes up covered in smoke from burning garbage in the collection field on the outskirts of the city. The apocalyptic scenes of smoke covering Vlora, like the one on July 25, have left tourists who visit the city and its surroundings to enjoy the sea speechless and have put tour operators in a difficult position. Meanwhile, the city's residents have been suffering for years from the heavy smell coming from the waste field and the health problems they bring.
"I am very far away, 1.5-2 kilometers as the crow flies, but night after night we smell the waste burning in the waste field in Vlora," says Niko Dumani, a local environmental activist.
Dumani suspects that the annual open field burning of waste is intentional and aims to eliminate the mountain of waste, as plans to launch a new landfill in Sherishte fail year after year.
"This is directly affecting the lives of the citizens of Vlora and those visiting the city, as the burning waste, mainly plastic, emits dioxins and other poisonous gases," he added.
The Sherishta Landfill is part of an integrated waste management project in the Vlora region worth 20.8 million euros financed by KfW, of which 12.5 million euros are loans paid by the Albanian government and the rest grants.
The project was entrusted to the company "Integrated Technology Services" of Klodian Zoto and has been stuck since the seizure of the company by decision of the Special Court and the escape from justice of its owner, convicted twice by the court for corruption and money laundering with concessions of incinerators in Elbasan and Fier.
The works at the Sherishta landfill should have been completed in 2021 and officially, representatives of the Municipality of Vlora have stated several times that the landfill will be put into operation.
However, the Municipality of Vlora told BIRN in a written response that there is still no project for closing the works that remained on the road, nor a deadline for putting the landfill into operation.
"The completion of the unrealized works will enable the commissioning of the Sherishta Landfill, but we cannot predict at this moment an exact deadline for the completion of the works and the handover of the plant by the Municipality of Vlora," the official response states. .
Environmental crisis
Qyteti i Vlorës nuk është i vetmi në një situatë të emergjencës mjedisore, edhe pasi qeveria shqiptare shpenzoi miliona euro për koncesionet e ndërtimit të incineratorëve apo landfilleve si ai i Sherishtës, të cilët mbetën gjithashtu të papërfunduar.
Këto projekte ranë në duart e Klodian Zotos dhe partnerit të tij në biznes, Mirel Mërtiri dhe rrethit të tyre të ngushtë, tashmë të dënuar nga Gjykata e Posaçme për korrupsion dhe pastrim të produkteve të veprës penale.
Si rrjedhojë, inceneratori i Elbasanit punon vetëm pjesërisht duke sjellë një mal mbetjesh buzë lumit Shkumbin. Inceneratori dhe landfilli në Fier janë të papërfunduar dhe depozitimi i mbetjeve aty pa një impiant trajtimi të ujërave të ndotura e ka kthyer atë në një bombë ekologjike për zonën. Situata është e ngjashme edhe në Tiranë, ku incineratori nuk u ndërtua asnjëherë.
Punimet në landfillin e Sherishtës u bllokuan pas sekuestrimit të kompanisë “Integrated Technology Services” dhe është e paqartë se sa punë duhet për t’i përfunduar ato.
Aktivisti i mjedisit, Niko Dumani thotë se në takimet e bëra autoritetet pretendojnë se vetëm 7 për qind e projektit ka mbetur pa përfunduar. “Por se çfarë është ky 7% nuk e thotë njeri”, tha Dumani, ndërsa vuri në dyshim pretendimet e ngritura.
Bashkia e Vlorës po ashtu nuk është në gjendje të thotë se çfarë ka mbetur pa përfunduar nga projekti dhe sa do kushtojnë këto punime shtesë. Në përgjigje të kërkesës për informacion, Bashkia i tha BIRN se po bashkëpunon me një konsulent teknik për të mundësuar rifillimin e punimve të ngecura që prej vitit 2021, duke lënë të kuptohet se edhe për ta është e paqartë se çfarë punimesh duheshin kryer.
“Konsulenti Teknik është duke punuar për përgatitjen e projekteve të punimeve të parealizuara ende të Komponentit ” Ndërtimi i Landfillit të Sherishtës ” dhe si dhe të Komponentit “Mbyllja e vend depozitimeve ekzistuese”. Në përfundim të këtyre projekteve, do të kemi një parashikim të plotë dhe të saktë të punimeve që janë për t’u kryer dhe kostot përkatëse për kryerjen e këtyre punimeve,” tha Bashkia e Vlorës.
Për sa kohë zgjidhja mungon, pavarësisht se janë shpenzuar miliona euro, Vlora mbetet në mëshirë të tymit që del prej mbetjeve që digjen vazhdimisht.
“Gjendja është tej mase kritike. Banorët e Vlorës janë të gjithë të ekspozuar vazhdimisht ndaj një tymi kancerogjen, pa pikë dyshimi,” thotë Ermal Çukani nga lëvizja Community Hub Vlorë.
Sabotimi i turizimit
Biznese dhe aktorë të shoqërisë civile në Vlorë kanë pak besim se situata do të zgjidhet. Mikel Zinxhiria, një prej operatorëve turistikë në qytet, thotë se keqmenaxhimi i mbetjeve dhe djegia e tyre e vazhdueshme i ka dëmtuar dhe shpesh i ka vënë në pozitë të vështirë para turistëve.
“Nuk dinim si t’ua shpjegonim çfarë po ndodhte, pasi situata vazhdoi në më shumë se një javë në gusht dhe smogu dhe tymi mbytën qytetin deri ne Karaburun e Sazan,” thotë ai.
"It has a high impact on our image and work. After this year there were 2 times of more than 1 week where the city was drowned in smoke and stench," he added.
The chain says it is pessimistic that the situation will be fixed as long as local authorities do not yet have a plan. He also points out that they, as an interest group, are not listened to and meetings are held face-to-face.
"The fact that there is no deadline shows that at least next year we will have the same fate as this year. Waste is removed using premium methods, regardless of the budget disbursed for this work," says Zinxira.
Even Ermal Çukani has no hope that the crisis will be resolved quickly, while he emphasizes that their complaints and petitions have fallen on deaf ears.
"The situation is tragic and the residents of the area are exposed almost every day to wind and smoke. We organized a series of petitions a year ago that were not heard. We have had meetings with the mayor, the prefect, and the deputies, but we have not been heard. The municipality of Vlora, as we speak today, has no plan to change this situation," he concluded. / BIRN
