ILD Head Artur Metani visits the US, meets with officials of public and justice

The Head of the High Inspectorate of Justice, Artur Metani, has paid an official visit to the United States of America, where he held a series of high-level meetings in the states of Texas and Florida with representatives of public and justice institutions.

In Texas, Metani was welcomed with an official ceremony at the State Capitol in Austin and held meetings with local authorities, including representatives of the city of Conroe and justice institutions. During his stay, he also visited the Bush School of Government at Texas A&M University, where opportunities for academic cooperation and training for ILD staff were discussed.

"In honor of the visit of the Chief Justice Inspector General to the state of Texas, the welcome was marked through a symbolic flag-raising ceremony for one day in Austin, at the Texas State Capitol, as an act of special protocol and institutional importance," ILD reports.

During the visit, Metani also met with Montgomery County District Attorney Mike Holley, as well as representatives of the judicial system, where they exchanged experiences on strengthening integrity, independence, and the rule of law. He also visited the Veterans Memorial Park, where he was awarded a certificate of appreciation.

“At the conclusion of the meeting, Prosecutor Holley presented Mr. Metani with a certificate from the District Attorney’s Office in honor of the visit, with this assessment: “Your work reflects the highest principles of integrity, accountability, and public service, strengthening the pursuit of justice both within your nation and throughout the global community.”

Metani's visit then continued to Florida, where he held meetings with federal and local judges, as well as with leaders of the University of South Florida.

"As part of his official visit to the United States of America, the High Inspector of Justice, Artur Metani, visited the state of Texas, during which he held a series of high-level institutional meetings with representatives of public institutions and justice system actors. These meetings were organized with the support of the member of the Conroe County Council, Mr. Harry Hardman, as well as the Open Gov Hub Albania organization, in order to deepen inter-institutional dialogue and promote the exchange of experiences and best professional practices between the institution of the High Inspector of Justice and other public institutions in the United States of America.

Në nderim të vizitës së Inspektorit të Lartë të Drejtësisë në shtetin e Teksasit, mirëseardhja u shënua përmes një ceremonie simbolike të ngritjes së flamurit për një ditë në Austin, në Kapitolin e shtetit të Teksasit, si një akt me rëndësi të veçantë protokollare dhe institucionale. Në vijim, gjatë një ceremonie zyrtare të organizuar me praninë e autoriteteve vendore, në shenjë vlerësimi dhe respekti reciprok ndërinstitucional, flamuri iu dorëzua z. Metani në emër të z. Shandley. Gjatë këtij takimi u trajtuan në mënyrë të thelluar çështje që lidhen me programet akademike dhe rolin thelbësor të trajnimit të vazhdueshëm profesional në konsolidimin dhe zhvillimin e kapaciteteve institucionale të institucionit të Inspektorit të Lartë të Drejtësisë. Inspektori i Lartë i Drejtësisë, Artur Metani u prit në Prokurorinë e Qarkut Montgomery nga Prokurori i Qarkut, Mike Holley. Gjatë këtij takimi, bashkëbiseduesit shkëmbyen në mënyrë të detajuar përvojat e tyre institucionale dhe praktikat më të mira profesionale, të cilat duhet të ndiqen në funksion të rritjes së pavarësisë, llogaridhënies, garantimit të integritetit institucional të prokurorëve dhe konsolidimit të mëtejshëm të parimeve të sundimit të ligjit në një shoqëri demokratike. Në përfundim të takimit, Prokurori Holley i dorëzoi z. Metani certifikatën e Zyrës së Prokurorit të Qarkut në nderim të vizitës, me këtë vlerësim: “Puna juaj pasqyron parimet më të larta të integritetit, llogaridhënies dhe shërbimit publik, duke forcuar ndjekjen e drejtësisë si brenda kombit tuaj, ashtu edhe në të gjithë komunitetin global.”

Gjatë vizitës, Inspektori i Lartë i Drejtësisë zhvilloi një takim me gjyqtarin Jay Wright, të Gjykatës së 9-të të Apelit të Teksasit, në kuadër të shkëmbimit të përvojave mbi organizimin, funksionimin dhe standardet e praktikës gjyqësore.

As part of his visit to Texas, the Chief Justice was invited to the Montgomery County Veterans Memorial Park, where he was introduced to the mission, role, and activities of this center, which is dedicated to honoring the sacrifices of United States veterans, active duty military personnel, and first responders from all states. On this occasion, he was presented with a certificate of appreciation for the visit, as an expression of institutional gratitude.

Following the official visit to the United States of America, the Chief Inspector of Justice also conducted a working visit, also to the state of Florida, accompanied by the organizer of the visit, Dr. Judithanne Scourfield McLauchlan, Associate Professor of Political Science at the University of South Florida, St. Petersburg. During his stay in Florida, the Chief Inspector of Justice conducted a series of meetings with magistrates and representatives of the academic world, with a particular focus on analyzing the different models of organization and functioning of the justice system in the United States of America and the standards of institutional integrity of magistrates. In this context, meetings were held with Federal Magistrate Judge Natalie Hirt Adams of the Middle District Court of Florida, as well as with Judges Pat Siracusa and Keith Meyer of the 6th District Court of Florida, where opinions and experiences were exchanged on the mechanisms of the administration of justice, judicial ethics, and procedural guarantees in order to strengthen the rule of law and legal certainty.

Following this, the Senior Inspector of Justice also held a meeting with Dr. Thomas Smith, Interim Regional Chancellor and Vice President for Academic Affairs at the University of South Florida, St. Petersburg, during which issues related to inter-institutional cooperation, the development of joint academic and professional programs, as well as the creation of sustainable mechanisms for the exchange of expertise and institutional capacity building of the staff of the institution of the Senior Inspector of Justice were addressed.

"These meetings constitute an important step towards deepening international cooperation and further advancing reforms in the justice system, aiming to consolidate the institutional standards of the ILD and align with international best practices. In this context, these engagements aim to increase public trust in the justice system and strengthen the institutional capacities of the Office of the High Inspector of Justice, in accordance with the principles of the rule of law and contemporary standards of democratic governance," the announcement states.
