According to him, the biggest violations of concessions are the lack of full monitoring of them, as well as the identification of payments in health concessions even though the contracted service level was not met.
"In the field of concessions, violations of financing criteria, deficiencies in monitoring and in the assessment of long-term budgetary effects have been found. In some cases, payments have continued for services that have not been performed, or that have been performed in volumes lower than projected. Such phenomena have been observed in important contracts in the field of health, where reporting of expenses has exceeded approved budgets and liabilities have been liquidated in contradiction with the contractual content, including VAT", said Shehu.
Shehu also emphasizes that audits conducted with a focus on Health have revealed a number of problems, including the lack of biomedical engineers and the capacity to treat patients with mental health problems.
"In the health sector, problems have been identified in the management and distribution of medical equipment, especially due to the lack of bio-medical engineers, in hospitals such as QSUNT and the Trauma Hospital, leading to dependence on external services and high costs and uncertain management of resources. Also, the distribution of equipment does not match the real needs of the population. Care for patients with mental health problems remains insufficient. The audit highlighted the lack of an approach, while psychiatric hospitals face serious shortages in accommodation and service capacities," said Shehu.
