Official documents obtained by "Pamfleti" prove that the Director General of the State Police, Ilir Agim Proda, is financially and operationally linked to Ylli Cara, the leader of a structured criminal group that operates in drug trafficking, money laundering, smuggling, hostage-taking and staged murders.

Since 2016, Ilir Proda and Ylli Cara have been co-owners with 50% of the shares in the company "Sara & Kristi sh.pk", an entity that operated as a car rental agency, located near Police Station No. 3 in Tirana.
The company was illegally established in July 2016, at the time when Ilir Proda was head of the anti-drugs sector at the General Directorate of Police, and was officially registered on May 15, 2017, immediately after Proda was appointed head of crimes against the person and property.

The company's activity lasted until December 6, 2018, when SHISH and anti-mafia reported that "Sara & Kristi" was used as a cover for drug trafficking and was supplied with smuggled cars.
Although it has been in liquidation since January 2019, the company continues to operate in the shadows, benefiting from the institutional influence of Ilir Proda, now at the head of the State Police since October 2024.
Vetting exposed money laundering by the police chief in collaboration with the gang boss
The External Evaluation Commission of the State Police, in decision no. 21, dated March 8, 2024, found a serious case of money laundering and illegal acquisition of property by Ilir Proda.
According to the investigation, on December 1, 2014, Proda ordered a 119.8 m² apartment in Tirana, while payment for it was made by Ylli Cara in cash and outside the banking system.
The builder of the building, citizen OC, stated that at the final moment of signing the contract, Cara intervened personally and requested that the contract be made in the name of Ilir Proda, explaining that the apartment was for him, while he would make the payment himself.

This action constitutes a criminal offense for receiving benefits from an individual associated with organized crime and is a classic indication of money laundering, a fact revealed and documented by vetting.
However, despite all these shocking facts, no criminal or administrative measures have been taken by SPAK. Even though Ilir Proda's phone has been seized for more than a year due to suspicions of links to criminal groups, the file is being kept frozen.
Conclusion:
In any normal country, the fact that the director of the State Police had a partnership with a drug trafficking ringleader, and benefited from apartments paid for with money outside the banking system, would be enough for immediate dismissal, asset seizure, and criminal charges.
