The Ministry of Interior and the State Police have decided to outfit police officers with new uniforms.
Today, on the website of the Centralized Procurement Agency, a tender has been announced with the object " Purchase and distribution of uniforms and shoes for the state police ", divided into two lots. Lot 1: " Purchase and distribution of uniforms, ranks, emblems and insignia for the state police", with a limit fund of 1,962,264,441.82 lekë and Lot 2: " Purchase and distribution of shoes for the state police" , with a limit fund of 761,954,415.63 lekë.
So, in total, a limit fund of approximately 2.7 billion lek, or approximately 27 million euros, has been calculated to equip police officers.
The uniforms will be for all seasons, there will be track pants, sweatshirts, short-sleeved shirts, etc.
" Regarding the quantity and technical specifications of the State Police uniforms, they are items that are not freely available on the market, but must all be produced specifically for this procurement procedure. The production of such quantities of uniforms requires considerable manpower. The procurement unit has conducted an in-depth analysis of the technical specifications and quantities of uniforms that are required to be produced for the State Police. In the legislation of our country, there is no legal or technical basis on which we can rely to determine the number of permanent employees needed to carry out such a contract, unlike construction works, for example, for which there is a manual and a calculation based on the items of work or the working hours needed for a certain process. For this reason, the LPP leaves the competence of the CA to establish the criteria for qualification in relation to the importance, difficulty, limit fund or quantities of goods to be produced or delivered ", the document states.

It is further emphasized that the winning economic operator, before the start of production, must submit two physical models of each item that must comply with all the requirements of the CA. This model, which will be accompanied by an analysis sheet, will go through an evaluation phase and will be approved as the official prototype with which the final product will be compared. According to the instructions, without the approval of the model by the CA, the contracted production should not begin.

“ Production should be organized in such a way that the supply of uniforms to police officers is carried out according to the summer or winter seasons, in order to cover needs in a timely manner. The delivery of summer uniform items should be carried out no later than May 1 of each year and the delivery of winter uniforms should be carried out no later than October 1 of each year. The time limit for the execution of the first contract to be signed within the Framework Agreement will be no less than 60 days and no more than 150 days from the conclusion of the contract. In any case, the quantities requested in the first contract will not be more than 50% of the expected quantities of the first year ”, the tender document states.

The last tender was in 2019 and had a total value of 23 million euros. At that time, it was MP Myslim Murrizi who sued the police leaders in SPAK.
