While parodist Erion Isai, for years in his capacity as mayor, has been "snagging" the institution's public tenders, only two criminal charges against him were enough for him to be discovered in a criminal file registered by SPAK.
The case against Erion Isai and other officials of the Ersekë municipality was opened 5 years ago in November 2020, on charges of "Abuse of office", "Violation of equality in public tenders and auctions".
The two people who took the courage to do a civic service for their area are Romeo Nazarko and Esmerald Xhafa, to whom SPAK filed criminal charges, requesting the initiation of investigations against Ersekë municipality officials.
In fact, the first to take the initiative to file a report was Romeo Nazarko, a geodesic engineer by profession, who, as a good connoisseur of construction, discovered serious violations of the criteria and forms of road construction in Ersekë.
Through a several-page complaint, in November 2020, Nazarko directed SPAK to investigate the mayor of Erseka for serious financial abuses and pre-determination of public tenders through special friendships that Erion Isai had created with administrators and owners of private construction companies.
Based on this report, SPAK registered criminal proceedings No. 280 for two charges: "Abuse of office" and "Violation of inequality in tenders".
We recall that Romeo Nazarko is the person who denounced to SPAK and the Tirana prosecutor's office the corruption scheme carried out by officials of the Agricultural and Rural Development Agency, misusing European Union funds through OLAF projects for agriculture.
Nazarko had applied to AZHBR in 2019 to secure support for the development of a 23-hectare area of land in his hometown of Ersekë, where he planned to plant chestnuts, hazelnuts, walnuts, and almonds in a chain development system with local residents.
But his application was rejected by AZHBR, because as he claimed in the report submitted to SPAK, the geodetic engineer refused to become part of the corruption schemes that were operating in this institution.
Currently, this file submitted by Nazarko is being prosecuted by SPAK and European Commission investigators.
While the second person is the well-known lawyer Esmerald Xhafa, who, as a citizen of Korça and upon becoming aware through media reports of the collapse of the Ersekë-Korça national road, decided on February 29, 2024, to file a complaint with SPAK, requesting the criminal prosecution of the mayor, Erion Isai, on the charge of "Abuse of office".
Based on this report, SPAK registered in 2024, proceeding No. 39. But since the two reports made by Nazarko and Xhafa had the same character and object of denunciation, on July 22, 2020, the SPAK special prosecution decided to merge these two proceedings into a single file with No. 280.
After the second report, the situation towards Erseka's prankster, Erion Isai, and other officials changed, as SPAK seized some of the phones of municipal officials and the administrator of the company "A & E Engineering", Entela Çano.
