Today I say that of course the force of the law should be felt in relation to this matter, just as I hope that 10% of these people will change their approach again, it is a great achievement for our society, but also in my opinion the largest mass of people arrested, I don't know if they are drug users or distributors", said Ballanca.
According to the Ombudsman, both consumption and distribution are criminal offenses, but the criminal policy must be changed.
"Everything is a criminal offense and consumption and distribution, but we need a different approach and we need to change the criminal policy to remove this inappropriate habit of ours that we want to see in prison from the first day that he is charged.
