The operator of the Energy Distribution System has opened a tender to lease 170 SUV and Pick-Up vehicles for a period of 3 years. According to the documents submitted to APP, the vehicles will serve for the regional directorate of Tirana and the limit fund of the tender is set at 672.9 million ALL or 6.2 million euros.
The tender authorized by the head of OSSH, Blendian Dalipi, predicts that OSSH will pay an average of 36.5 thousand euros for each vehicle just to rent it for a period of 3 years and then the vehicles will be returned to the private sector.
Oligarkia.al consulted the market prices for the range of pick-up vehicles in several different concessionaires. Their sales prices range from 25-39 thousand euros. This means that OSSH, for each car it will rent for three years, will pay more than the selling price of most of them.
Recently, operating lease contracts are being used more and more by public institutions. The choice of this procurement method is justified by the fact that all costs of maintenance and repair of defects are borne by the private party that is declared the winner.
But in the case of new vehicles, the cost of maintenance and eventual repairs of defects is minimal. Especially in the first three years of the vehicle's life.
At the end of the three-year period, OSSH returns the vehicles to the private sector. After the contract ends, OSSH reopens the tender to rent vehicles again, with the same method and cost. While he could own them for much less money if he opted to buy outright. So this is a procurement that raises great doubts.
As the country is in a constant energy crisis and the government repeatedly threatens to increase the price of energy or heavy budget costs, public energy companies procure contracts like these with a massive waste of public money.
