
The agreement of the Albanian state with the members of the Iranian opposition sheltered in our country since 2013 has never been made public. Very little is known about her. The rest remains a mystery.

What is known for sure is that the agreement is humanitarian and has a clause that prohibits MEK members from carrying out political, much less criminal, activities. Clause that they violated.
With a court decision in hand, which mandated the control of 127 buildings in the "Ashraf 3" camp, the General Director of the Police, Muhamet Rrumbullaku, led the action in Manzë, Durrës, on June 20. As part of an investigation launched, related to suspicions that cyberattacks were carried out or planned to be carried out from the premises inside the camp, SPAK addressed the Court on June 19, requesting approval for the control of the premises.
After receiving the "ok" from the Court, in the early hours of the morning of June 20, the action began, where in addition to the police forces, including RENEA, the two prosecutors who have the case under investigation were also present. It was possible to check 70 premises out of 127 in total and 96 computer units, 49 laptops, 3 memory cards and abundant materials were seized which were tried to be destroyed by burning by MEK members.
In the meeting with the director general of the State Police, Muhamet Rrumbullaku, 30 minutes before the operation, the leaders of the camp agreed for the police to enter after they were familiar with the control orders. But the clash started after the arrival of 16 police groups divided by 3 and 4 officers, when they started seizing the equipment. The members of the camp resisted when the seizure procedure started, trying not to allow the equipment to leave the buildings.
It is learned that the criminal proceedings were registered by SPAK about 2 months ago. Sources confirm that the SPAK has not ordered detentions but only checks, while the General Directorate of the State Police (Criminal Police Department) will accompany some people to question them about the claims they had this Tuesday after the intervention of the police and not within the framework of criminal proceedings.
The General Director of Police stated that at first approval was obtained from the 6 leaders of the camp, and after 2 hours of checks, when irregularities were found, the resistance organized by the members of the camp began. Rrumbullaku said with complete certainty that no violence was used against MEK members, although 15 policemen and 21 of them were injured in the clash.
In addition to resistance, MEK members began to make claims and even accusations against the Police. They said that the Police had killed one of them. An accusation that was rejected by the Police. Regarding this person who had passed away, the General Director of Police said that this person was in an emergency center during the attack, while the conclusions will be known after the expertise is released.
On the other hand, after the event that happened, the Minister of the Interior, Bledi Çuçi, said that despite the incident, there is no intention to break the agreement, which will continue to be for humanitarian purposes only. While he said that they have carried out political activities, they have published newspapers on political issues, despite the fact that they have not been made public and they have been talked to about this issue, which was contrary to the agreement.
The Special Court established control over the MEK camp
The Special Prosecutor's Office has started investigations after the reference of the State Police, which had provided information that members of the MEK camp based in Manza, have carried out several cyber attacks against the state of Iran.
Referring to the decision of the Special Court dated June 19, 2023, the investigation began after the referral by the State Police to SPAK for 6 criminal offenses, starting with "Provocation of war", "Illegal interception of computer data ", "Interference in computer data", "Interference in computer systems" and "Misuse of equipment", all of these committed within the framework of the structured criminal group. According to the investigations, it has been found that members of the MEK camp have carried out cyber attacks on several institutions in the state of Iran, and for this reason, an inspection of the premises of the camp in Manza has been ordered.
The decision states that there are reasonable doubts that the MEK organization, from the territory of the Republic of Albania, has carried out cyber attacks against the Islamic Republic of Iran in several different periods of time and towards several institutions of the Iranian state. Given that the status of the MEK organization's stay in Albania is humanitarian, the Islamic Republic of Iran has continuously claimed by raising these doubts as well as continuously threatening to undertake attacks against Albania and the MEK organization. In order to find servers or other computer equipment that may have been used for cyber attacks from the territory of the Republic of Albania, it is necessary to carry out the control at the location of the members of the MEK organization, in Durrës.
Furthermore, in the Court's decision, it is stated that, from the investigations so far and the data referred by the judicial police, it appears that there are doubts about the fact that members of the MEK organization, based in Manzë, are involved in the criminal activity of terrorism and financing of terrorism. The decision also states that the MEK organization has a centralized and hierarchical structure, where the head of the organization is Myryam Raiavi, the wife of the former founder of the Mossad Raiavi organization. The equipment seized by the Police in the action of June 20, will be subjected to an expertise that is expected to help SPAK's investigations.
SPAK requested the inspection of the residences of former MEK members
An operation of the Directorate of Anti-Terrorism in the State Police, directed by the Special Prosecutor's Office, took place on July 15, 2022. The investigations were led by the prosecutor of SPAK, Vladimir Mara, after the Court had established control of the premises. Even at that time, checks were carried out in premises used by former members of the MEK, who had broken away from this organization and were suspected of carrying out prohibited activities within the territory of our country on behalf of the Revolutionary Guards of Iran Terrorist Organization and secret services there.
On July 12, 2022, the judge of GJKKO Etleva Deda accepted the request to exercise controls in the offices of an association run by a former MEK member, named Hassan HEYRANI, and in 11 apartments distributed in Tirana that were in use by Iranian nationals, and in two cars.
The operation started on July 14 and continued the next day. There were several detained persons who were escorted to the Anti-Terror Directorate, but after being interrogated they were released. Agents of the National Bureau of Investigation also participated in the operation. Former members of the MEK were suspected of acting as a terrorist cell in the country and providing information about the mujahedin sheltered in Manza. According to the investigations, it turned out that the number two of the MEK, Mehdi Abrishamshi, was the target of the group.
The terrorist cell that would attack the MEK is discovered
On October 23, 2019, Ardi Veliu, at that time the Director General of the Police, together with Gladis Nano, who led Anti-Terror, declared in a press conference that a terrorist network, directed by the Iranian regime, had been discovered in Albania. Ardi Veliu said that the aim of this network was to carry out attacks against the Iranian opposition movement (MEK).
It was about an active terrorist cell of the external operations unit of the Iranian QUDS Forces that had been discovered by the Albanian security institutions. The terrorist cell was also responsible, among other things, for the March 2018 plan to carry out a terrorist act during Nowruz celebrations attended by high-level members of the Iranian opposition organization Mujahedeen el Khalq (MEK), a plan that was prevented by the increased measures of the State Police, thanks to accurate information.
This cell was led by QUDS operative known as PEYMAN. PEYMAN at the time was said to be a permanent resident of Iran and remotely managed a number of operatives in Albania and other countries in Central and Western Europe. Among other things, he had initiated and executed the last attempted attack in March 2018. PEYMAN managed many operatives, some for intelligence gathering and others to carry out terrorist attacks. One of these operatives was Alireza Naghashzadeh, an Iranian who was himself a former MEK member and held an Austrian passport. Naghashzadeh was sent by PEYMAN to gather information in Albania during several separate visits as part of plans for an attack that was eventually foiled. Another operative, was Abdolkhalegh MALEK ZADEH, an Iranian living in Turkey who had headed the operational cell. MALEK ZADEH (also known from criminal connections under the pseudonym "Ferhat"). He had continued to work over the past two years with Abdulselam Turgut, a known Turkish organized crime figure, to plan terrorist attacks at the behest of PEYMAN and the QUDS Forces. TURGUT, known as a Turkish mafia boss and the head of a powerful international drug trafficking network, was imprisoned in Azerbaijan and earlier in Turkey, on charges of drug trafficking. TURGUT also had long-standing ties to organized crime in Albania. He was released from a prison in Turkey in late 2018. In 2011, TURGUT was also imprisoned in Albania on charges related to the alleged trafficking of approximately 1 ton of heroin,
Balkan-based criminal operatives who were affiliated with TURGUT or an associated Turkish drug trafficker had been sent to Albania since 2018 to advance the planning of attacks against the MEK as dictated by MALEK ZADEH and QUDS Forces. The Albanian authorities had identified these individuals and the information provided by informants from within the criminal organizations had allowed the Albanian authorities to prevent the March 2018 plan and the eventual plans for attacks by organized crime figures targeting the MEK on account of the Iranian regime. Since 2014, in coordination with the United Nations and the USA, Albania has hosted a number of MEK members, an organization that sees itself as the opposition in exile and as a practical alternative to the Iranian regime and therefore the Iranian regime sees it as a serious threat to its survival. The MEK is a key target for Iranian security forces, which seek to attack members of the organization wherever they may live and operate outside of Iran. The Albanian security institutions have been on alert all the time to stop any attempt to attack.
Representatives of the Iranian opposition in Albania denounced in 2019 that other Iranian agents were living and operating in our country, and even mentioned the names of some of them.
The members of the Iranian opposition who live in the "Ashraf 3" camp, in Manza, Durrës, have learned from the media that conveyed the statement of the head of the Police Ardi Veliu about the discovery of a terrorist cell that had planned a terrorist attack during the Bektashi celebrations in March 2018 in our country.
MEK Foreign Relations Committee representative Ali Safavi: "We were not aware of the information presented by the director of the State Police, but nevertheless we have repeatedly said that the Iranian regime has a very wide terrorist network in Europe, including Albania , using what are known to be former members of the Ministry of Intelligence, to organize terrorist attacks, as was the case in March 2018. Law enforcement in Albania should be congratulated for their careful work, gathering information on that network, but we think that Europe should close Iran's embassies, because they do not have a diplomatic function, but they direct and facilitate operations against the opponents of the regime and prepare terrorist attacks".
Asked if Albanians should be afraid of similar acts like the one in March 2018, prepared during celebrations and with many people, the MEK representative said that everyone should be vigilant. Not only the Albanians according to him, but also the Europeans, since the terror of the regime is not limited to Albania. "They are active everywhere in Europe. A few months ago, a diplomat was expelled from Denmark, another from the Netherlands. The regime organized terrorist attacks in Bulgaria and even in Thailand, in Saudi Arabia. Even in Washington they tried to kill the ambassador of Saudi Arabia. A little earlier they also tried to kill officials of our movement in Washington last year and the FBI arrested 2 Iranian intelligence agents. Therefore we say that terrorism is a pillar of the foreign policy of the regime of Iran, therefore Europe must be very vigilant. In 1997 the EU adopted a declaration to expel Iranian service agents and not to grant visas to enter Europe. It seems they are not honoring that statement. If Europe wants to be safe, it should expel the Iranian agents and close their embassies in Europe", says Ali Safavi.
Cell, connection to 4 murders in the Netherlands, Germany and Turkey
QUDS forces are the operational arm of the IRGC (Islamic Revolutionary Guard Corps of Iran) operating beyond Iran's borders. QUDS forces are led by Qassem Soleimani, who is responsible, among other things, for Iran's activity in Yemen, Iraq, Syria and Lebanon. The terrorist cell belonged to the external operations unit of the QUDS Force, an operational unit considered clandestine and secret, which is responsible for planning and carrying out terrorist activity outside Iran. Within this unit, there is a sub-unit that deals exclusively with organizations that are against the regime. The modus operandi of the unit involves the remote management of third-party forces (proxies), usually criminals and mafia members with various pasts, in order to cover up Iran's involvement in terrorism. Using this Modus Operandi, Iran's MOIS (Ministry of Intelligence and Security) has killed at least 4 regime opponents in the Netherlands, Germany and Turkey and staged unsuccessful attacks, such as the last remaining attack. in an attempt against the MEK conference in Paris, in June 2018.
Mbërrijnë në Shqipëri edhe 2000 muxhahedinë
Pasi kishin kaluar 3 vjet nga mbërritja e muxhahedinëve të parë, kryeministri Edi Rama pranoi se SHBA i kishin kërkuar strehimin në vendin tonë të 2000 muxhahidinëve të tjerë, që kishin mbetur në Irak. Këtë kërkesë Rama e pranoi si një gjest të vijimit të traditës shqiptare në mikpritjen e njerëzve në nevojë. Pas mbërritjes të 2000 muxhahidinëve në 14 shkurt 2016 Shqipërinë e vizitoi sekretari i atëhershëm i shtetit i SHBA John Kerry, i cili falënderoi Shqipërinë për marrjen e muxhahidinëve të cilët më pas pasi, blenë një tokë në Manzë të Durrësit ndërtuan kampin Ashraf 3.
Marrëveshja mes SHBA dhe Qeverisë Shqiptare për strehimin e anëtarëve të MEK, ka disa klauzola. Por ajo që është bërë publike deri më sot është fakti se ata janë strehuar në vendin tonë për qëllime humanitare dhe një nga pikat e marrëveshjes është që ata të mos kryejnë asnjë veprim politik, apo edhe kriminal ndaj vendetë të tjera.
Përfshirja e organizatës MEK në aktivitet të mirëfilltë politik opozitar, kësaj here mijëra kilometra larg Teheranit, bëri që në gusht të vitit 2022, Irani në formë hakmarrje ndaj tyre sulmoi sistemet qeveritare digjitale shqiptare. Përballë kësaj situate me një gjuhë të kujdesshme, vetë kryeministri Edi Rama e më pas zëvendës kryeministria Belinda Ballaku, i kujtuan të ardhurve të MEK se në Shqipëri ndodhen për qëllime humanitare e jo aktivitet politik.
Mbërrijnë muxhahedinët e parë në Shqipëri
Më 16 maj të vitit 2013 mbërritën në vendin tonë 14 muxhahedinët e parë iranianë, të cilët u strehuan përkohësisht në Qendrën e Pritjes së Azilkërkuesve, në Babrru të Tiranës. Ata ishin 10 burra e 4 gra. Ata ishin të parët nga 210 që do të vinin në dy muajt në vazhdim, në zbatim të një marrëveshjeje për strehim, nga kampi Ashraf i Irakut, që ishte një përgjigje e qeverise shqiptare ndaj kërkesës së asaj të Shteteve të Bashkuara të Amerikës. Strehimi i tyre, që nga momenti kur zbritën në Aeroportin e Rinasit, është mbajtur nën mbikëqyrje nga forcat e Policisë së Tiranës, nën masa të rrepta sigurie. Kjo për shkak të problematikës që ata mbartin me vete por edhe ekspozimit nga ndonjë hakmarrje e mundshme.
Në vitin 1991, kur Iraku u pushtua nga SHBA dhe një koalicion prej 39 vendesh, e njohur si “ Lufta e Gjirit”, opozita iraniane MEK, që vepronte nga Iraku me mbështetjen e Sadam Hysejnit, pranoi të dorëzojë armët e të vendoseshin në dy kampe humanitare nën mbrojtjen e amerikanëve. E megjithëse ishin nën mbrojtje, ata herë pas here ishin nën shenjestër të sulmeve të shiitëve iraken.
Kur SHBA u tërhoq nga Iraku në vitin 2007, la pas anëtarët e MEK, për të cilët kërkonte një zgjidhje. Zgjidhje që nuk arriti ta gjente me vendet europiane. Lidhur me këtë çështje, më vitin 2012 mbërrin në Tiranë ish-sekretarja amerikane e shtetit Hillary Clinton, e cila kërkoi ndihmë nga Shqipëria në strehimin e MuxhahEdinëve. Në Mars të vitit 2013, kryeministri i asaj kohe, Sali Berisha pranoi që vendi ynë kishte rënë dakord për të marrë nga kampi Liberti në Irak 210 muxhahEdinë.
Marrëveshja e shtetit shqiptar me anëtarët e opozitës iraniane të strehuar në vendin tonë që nga 2013-a nuk është bërë asnjëherë publike. Ajo që dihet me siguri është se marrëveshja është humanitare dhe ka një klauzolë që i ndalon anëtarët e MEK të kryejnë veprimtari politike, e aq më pak kriminale.
Deri tani janë shkëputur nga organizata rreth 450 persona, nga të cilët janë larguar jashtë vendit 400, 100 në mënyrë legale dhe 300 ilegalisht. Ndërsa 50 persona janë akomoduar në Tiranë në pritje për t’u larguar nga Shqipëria.
