The case occurred in 2021 after an inspection of the entity with the aim of avoiding fining the business for not having the necessary documentation.
Two officials of the State Technical Industrial Inspectorate (ISHTI) have been placed under the security measure of arrest by order of the Special Court, following investigations by the Special Prosecution Office against Corruption and Organized Crime.
The Criminal Investigation and Prevention Court has set the security measure "prison arrest" for inspector Olsi Jarazi and "house arrest" for inspector Luan Sadikaj, who are suspected of having received the sums of 900,000 lek and 10,000 dollars from a businessman in Korça with the initials JS.
They are accused of corruption in collaboration and bribery, with the aim of covering up an unregistered commercial activity in the city of Korça.
According to the official SPAK announcement, on September 23, 2025, the Special Court of First Instance approved the request for the imposition of personal security measures against two persons:
"Prison arrest" for citizen OJ, with the duty of inspector at ISHTI; "House arrest" for citizen LS, former inspector at the same institution, while the measures were executed on September 27, 2025,
From the investigations conducted by the National Bureau of Investigation (BKH), in cooperation with the Special Prosecution Office, it is suspected that on November 1, 2021, the two inspectors received a total amount of 900 thousand lek and 10 thousand US dollars from a private entity with the initials JS, which was conducting commercial activity in Korça without legal documentation and a technical license.
In exchange for the amount received, OJ and LS did not take administrative measures, allowing the entity to continue its activity in violation of the law.
The criminal proceedings were registered on March 5, 2025, for the criminal offenses of "Active corruption of persons exercising public functions" and "Passive corruption of persons exercising public functions", committed in collaboration, provided for by articles 244/2, 259/2 and 25 of the Criminal Code.
