The bill that Albania must pay after the decisions of the arbitration courts and the European Court of Human Rights is 195 million euros or 20.5 billion ALL. Most of this amount, which until September of this year is estimated at 173.2 million euros, should go to compensate the companies whose contracts were unfairly terminated by the Albanian State.

The cases that make up the largest part of this bill are for the lost trials with the Italian businessman, Becchetti that of the companies "Copri and Actor", "GBC Oil Company" and "Phoenix Petrolum".

"If we didn't have these bills, for one year, the government could increase pensions by 3,000 or 4,000 ALL. Instead of doing this, he is paying for his irresponsibility", said Gjergj Erebara.

The rest of the 200 million euro bill consists of the decisions of the European Court of Human Rights. The Ministry of Finance and Economy reports that the total liabilities are in the amount of 21.8 million euros, of which 17.9 million are from the decisions already taken, while the rest from the processes still under trial.

"Instead of buying medicine for the country's hospitals, this money is taken to pay this obligation that will be paid from our taxes", added journalist Erebara.

Considering the decisions of the arbitration court at the World Bank as "scandalous", Prime Minister Rama warned a few months ago that Albania would withdraw from its jurisdiction. This is to avoid paying bills that add up year after year. But only a warning remained, as other paths were followed.

"This is impossible. Normally you have to pay them and there is nothing in the world to protect you. Only countries like North Korea can get away with it. It is not the fault of the courts, it is the irresponsibility of the governments", emphasized Erebara.

The many lost arbitration cases forced the government to approve in Thursday's plenary session some legal changes in the direction of the "State Attorney's Office." The legal changes foresee the conditions and the degree of penalization of the lawyers of the State Bar, if the performance in their work will be considered as poor. Punitive measures start with the reduction of duty or withholding of 30 percent of the salary for a term of up to 6 months, as well as suspension from duty until a decision is made by the State Attorney General. /A2 CNN
