Resolution presented in the US Senate in defense of Iranians sheltered in

American senators, Republican and Democratic, have presented a draft resolution to the Senate that aims to provide strong support to Iranians who have been sheltering in Albania for several years.

This draft resolution has the support of 12 senators, while the initiative was taken by Thom Tillis (R-NC) and Jeanne Shaheen (D-NH).

The resolution titled “Protecting Iranian Political Refugees, Including Former Female Political Prisoners, in Ashraf-3, Albania,” was introduced to the Senate Foreign Relations Committee on March 27, 2025.

The resolution calls for "prompt and appropriate measures" to guarantee the safety and fundamental rights of Iranian dissidents now living in Ashraf-3, many of whom were previously imprisoned in Iran for opposing the clerical regime.

Among them are more than 900 women and men who survived torture and witnessed atrocities, including the 1988 massacre of political prisoners, a crime in which the president of the Iranian regime, Ebrahim Raisi, was also implicated.

According to the resolution, "these witnesses must be fully protected for any testimony they may give before international tribunals investigating the 1988 massacre and other serious human rights violations in Iran."

The senators noted that the Iranian regime, which the resolution describes as the “world’s leading state sponsor of terrorism,” has escalated its malign activities, including cyberattacks against Albania in December 2023 and the misuse of INTERPOL red notices in an effort to silence and expel dissidents abroad.

The resolution also condemns the regime’s threats to Albanian sovereignty and denounces the “show trials in absentia” initiated by Tehran against 104 members of the Iranian Resistance in Europe, including Ashraf-3. These trials – the resolution warns – aim to create false legal precedents to facilitate extraditions or justify potential terrorist attacks.

"The Iranian regime has intensified terrorist attacks against its opponents and has used blackmail, terrorist threats, hostage-taking, sham trials, and other means of intimidation," the text says.

The Senate resolution also highlights the regime’s misogynistic hysteria, noting that the leadership role of women in Ashraf-3 has intensified Tehran’s hostility toward the residents. Recall the international support for Ms. Maryam Rajavi’s Ten-Point Plan, endorsed by more than 4,000 lawmakers and 130 former senior global political leaders, as a roadmap for a democratic, secular, non-nuclear republic in Iran.

Senate Resolution 145 calls on the United States government to:

Ensuring the fundamental rights of the residents of Ashraf-3, including freedom of expression, assembly and legitimate political activity.

Condemn the Iranian regime's cyber attacks and threats against Albania.

Cooperate with Albania in accordance with international law to protect the life, liberty and property of the residents of Ashraf-3.

Oppose Iran's abuse of INTERPOL mechanisms for political persecution.

Maintain close cooperation with Albania and Ashraf-3 to support these defenses.

In a letter dated April 19, 2016, Albanian Prime Minister Edi Rama reiterated his country's commitment to protecting the rights of Iranian refugees based on international conventions, including the 1951 Geneva Convention on Refugees and the European Convention on Human Rights.

As Tehran continues its efforts to export terror and suppress dissent abroad, the resolution sends a clear bipartisan message: The United States stands with the Iranian people and their fight for freedom and will protect those who have risked everything to expose the regime's crimes.
