Defendant Fatmir Bektashi, builder of 10 complexes with villas and mansions, 17 towers with Jamarbër Malltez and 1 complex with mansions in Drilon, in addition to SPAK, is also subject to investigation by German justice, a country where he is a citizen.

The starting point for the investigation of Fatmir Bektashi in Germany was the indication of his being taken into custody by SPAK as a defendant with a "compulsion to appear" for the affair of the towers of the former "Partizani" complex, given as land by a government decision by former Prime Minister Sali Berisha.

The Germans deepened the investigation after February 10, 2025, when German citizen Fatmir Bektashi was charged for the second time with "Compulsory appearance" and not leaving Albania.

The investigations conducted by BKH investigators and SPAK prosecutors revealed that builder Fatmir Bektashi had transferred 16 million Euros, while in the balance sheets of the two companies "Kontakt" and "Homeplan", he had declared between 1 and 6 million, which he had reinvested in construction.

Based on this discrepancy between the declared profits and the transfer of 16 million Euros to Germany, SPAK asked its partners there to verify the bank accounts, financial movements and the value of the real estate that Fatmir Bektashi and his family have in Germany.

According to the information, German partners have informed SPAK that Fatmir Bektashi, with construction activities in Albania, has transferred 130 million Euros to Germany, most of it through non-banking intermediaries; 83 million Euros of which, in the form of investments in personal, German and foreign companies and in 15 real estate properties there.

According to the BKH investigation, on October 25, 2022, just 3 days after Fatmir Bektashi was notified to appear at SPAK for the land of the towers at the former "Partizani" complex; he changed the ownership form of the "Homeplan" company, from "Albanian Company", to "Albanian-German Joint Company", giving 70% ownership to a German firm, but without declaring it to the Central Bank.

After changing the form of ownership with the alienation of shares in Germany, the company "Homeplan" with 6.9 million Euros in profit; suddenly declared 400 thousand Euros in capital through false balance sheets, but SPAK seized only 45% of Jamarbër Malltez's shares.

Meanwhile, on October 3, 2023, four days before SPAK seized the computers of the "Homeplan" company; they placed the company in 100% liquidation, with Fatmir Bektashi himself as liquidator.

So far, there are indications that part of the financial manipulations that Fatmir Bektashi has carried out in Albania and Germany include the company "Bernard Engineers", where he has 22.5% ownership; 22.5% is owned by Pandeli Carapuli, Babloku's oligarch friend, and 55% is owned by German citizen Jost Hendrik Mazur.

In this game, there is evidence that the company "Swarco" is also involved, where Fatmir Bektashi has 23.5%, Pandeli Carapuli 25/5%, while German-Austrian citizen Gunther Kofler has 51% of the ownership.

This company has been deregistered, after Albanian taxes, at the request of their Austrian counterparts, ordered its seizure, but this company continues to operate illegally in Albania as a non-bank financial transfer agency.

Although the builder Fatmir Bektashi has been twice indicted with "Obligation to Appear", for concealing income and laundering money from corruption and mafia groups; SPAK is not investigating the financial sources of the complexes "Mangalem 21", "Marga", "Magnet", "Kaimi", "Kadiu", "OXA", SiRi", "ABI" and "Nokia" in Tirana and the new complex in Drilon, Pogradec./ Pamphlet
