The National Bureau of Investigation has been without a director since August 31, while its work is led by the Deputy Director, who is aiming for the position of head of the special structure operating under SPAK.
On the other hand, SPAK itself has entered the process of selecting a new leader, even though Altin Dumani's mandate officially ends on December 21.
There are 7 candidates in the race for the head of the BKH, while there are 4 prosecutors from the Special Prosecution Office in the race for the head of the SPAK.
But when is the process of selecting the leaders of two of the main links in the justice system expected to be completed?
Seven candidates have qualified for the race for the head of the BKH, one of whom will also take over the leadership of the Bureau. These are Andi Pogaçe, Artur Beu, Elton Kërluku, Gentian Ndoi
Gentjan Shehaj, Gledis Nano and Joni Keta. The latter is leading the BKH as a commander, as he holds the position of deputy head of the special investigative structure.
From the data, it is learned that for all 7 candidates the screening process has been fully completed, where data has been collected from security and financial institutions, while it is expected that the special commission established in SPAK with 3 members, will also make the final ranking. Within the next week, the names will be forwarded to the KLP ranked based on the evaluation and this marks the final phase of the entire process that began about 4 months ago.
The Chairperson of the KLP, during her report to the Assembly, said that the election of the new head of the BKH will be carried out within November 10. But it seems that this deadline will be exceeded by several days.
Meanwhile, the procedure and election of the new head of SPAK is expected to begin in early December, thus giving the new leader time to organize his work before officially taking office.
In the race for the leadership of the Special Prosecution are Elvin Gogaj, Adnand Xholi, Doloreza Musabelliu and Klodian Braho.
Xholi and Braho lead the sections on the fight against organized crime and corruption, while this is the first time that 4 candidates are aiming for the position of SPAK leader. Three years ago, 3 candidates aimed for this position, while Altin Dumani was declared the winner. The race at that time passed under the strong monitoring of Yuri Kim, the American diplomat, who had to stay in the KLP meeting room and keep 'notes' on the votes of each of the Council members.
Meanwhile, the race that is expected to produce the head of SPAK seems to have 'moderate monitoring' by those who are considered international partners of the institution, while the race has begun with what is considered 'lobbying' in favor of one candidate or another.
