
There are no people at many watchtowers on the coast.
The beaches are full, but the eyes of those who guarantee the safety of vacationers are missing. This panorama is repeated this year from north to south.
"During an observation made on Shëngjin beach, many of the observation towers that have been set up for the safety of vacationers were empty, while in many others, observers were vigilant ," said journalist Martin Marku.
"No, I haven't seen it, there must be ," a vacationer told "Tv Klan".
"Someone definitely needs to answer...", said another vacationer.
According to the law, even public beaches must guarantee lifeguard service, but in reality they are absent and in some cases they are guarded by the lifeguard of the adjacent private area, through an agreement between the municipality and businesses.
"We haven't had any concerns this season. I'm close to the public beach, I'll do my best, even if I have my own area," said Gjon Çoku, a beach watcher.
Even in Durrës, the situation is the same, in some areas observers are on duty and in others they are completely absent.
"This safety standard is missing at the peak of the season, while local institutions claim that the solution has been found through cooperation with private entities. According to them, the private beach guard will also cover the adjacent public space," journalist Enkeleda Arapi reported.

In Divjaka, which is one of the beaches with the largest public spaces, the problems are the same: there is structure, but no people.
"In Divjaka, all businesses have set up observation towers, but not all of them have employees ," said journalist Anila Sefa.
In many cases, people who appear as observers in documents are in practice engaged in other tasks within the private entity. This also happens in Vlora.
"One of the shortages that is being noticed during this tourist season is beach lifeguards ," reported journalist Greta Haska.
While on public beaches, in some cases only information boards have been placed.
"We have to be careful, there are people who may be at risk due to health problems they may have," says Ariel Lamaj, a beach lifeguard.
A good example comes from the lake shoreline of Pogradec.
"Even years ago, these towers were like this ," said a vacationer.
For the most part, both public and private areas have observation towers that are functional.
"At public beaches, the municipality of Pogradec has hired observers, who stay from 09:00 to 17:00 - 18:00, ensuring the safety of citizens," said Entela Karafili, director of Taxes in the municipality of Pogradec.
From 2017 to date, around 1,900 beach lifeguards have been trained and certified in the country.
