There are also falsifications and other fictitious official actions, which prove that Babloku had predetermined the giving of this state property with an area of 52 thousand m2 to Gjergj Luca.
So, Prime Minister Edi Rama has approved a special government decision in the name of Gjergj Luca, even with such clientelism and speed, that the director Alban Beqaj in the Ministry of Economy, has signed the contract 10 days before the government's decision.
In addition to the property in Elbasan, the same falsifications in favor of Gjergj Luca were also made on the "1 Euro" contracts for the surface of 29 thousand m2 in Cekrez-Gramsh; 10 thousand m2 in Prrenjas; 4860 m2 in the former Sugar Factory-Maliq; while on September 17, 2020 and April 12, 2021, Xarra lake in Butrint and a marine area in Qefal-Kakome in Saranda were donated.

Secondly, SPAK should investigate where Gjergj Luca found 36 million Euros for the construction of 4 factories with hotels, restaurants, entertainment centers and 4 fishing bases in Shengjin, Durrës, Butrint and Kakome-Kefal in Saranda, since there is no having not even 3% of this financial value.
In the years 2016-2023, there was a total turnover 10 to 36 times smaller than the value of the investments made in these factories and fishing bases; while in 2017, when the "Rozafa" company started robbing state properties, it had a loss of 6 million ALL.
So, 5 government decisions should be investigated, made only under the name of the company "Rozafa", to give Gjergj Luca these billions of Euro assets, with "1 Euro" contracts for 20 years; even with decision no. 372, dated June 21, 2023, Babloku has changed the 1 Euro contract for 20 years, selling for 55 (fifty five) lek/m2, the 29 thousand m2 area of the military department in Gramsh.
"Pamphlet" has denounced the fact that Frida Krifca gave Gjergj Luca 1.3 billion ALL from AZHBR funds, but SPAK should investigate whether she received millions more from EU grants.
It should be investigated how many employees he hired; how much is insured and how much electricity and water, he pays for the fish factories and the restaurants inside them.
