
After indexing salaries by 2.5% for public administration employees, police and doctors, beneficiaries of this measure are also expected to be employees of the pre-university system, including teachers, kindergarten educators, psychologists and security officers.
The 2.5% increase will be implemented on the gross salary for each job position. As was implemented for other categories of administration, pre-university education employees will also be provided with an increase on the salary based on seniority, in addition to indexation.
The effects of the increase will be calculated from January 1, 2026.
The salary increase is foreseen in the draft decision "On some amendments to decision no. 425, dated 26.6.2024, of the Council of Ministers, "On the approval of the structure and salary levels of teaching and other non-teaching employees in educational institutions and supplementary institutions of the pre-university education system" proposed by the Ministry of State for Public Administration and Anti-Corruption.
The draft decision emphasizes that the indexation of salaries for 2026 is based on the consumer price index, at a rate of 2.5%, and will be implemented for all teaching and other non-teaching employees in pre-university education for 2026, as well as for civil servants/employees in all public administration institutions.
"Through this draft decision, the indexation of the gross monthly salary element "salary per position" by 2.5% is implemented. Meanwhile, since the calculation of the other element of the gross monthly salary, the "salary for seniority in work", is applied to the salary per position, this element is automatically indexed by 2.5% to 5.17%.
More specifically, the indexation of salary values per position is reflected in the three salary links of decision no. 425/2024, currently in force, for teaching employees, for psycho-social service employees, and for other non-teaching employees, of educational and supplementary institutions of the pre-university education system.
Also, for employees of the pre-university education system, such as educators, dormitory caretakers, teachers, psycho-social workers, security officers, instructors and coordinators who currently have a salary value per position from 58,000 lek per month to 74,000 lek per month, through this draft decision, in addition to indexation at the rate of 2.5%, an increase in the salary value per position is foreseen, bringing the salary increase for these employees in total to 3,000 lek per month, or 4 to 5.17%", the report emphasizes.
The approval of this draft decision will benefit approximately 36,390 teaching and non-teaching employees.
For 30,000 teaching staff and psychologists/social workers and security officers in educational institutions of the pre-university education system, under the Ministry of Education, the effects are estimated at around 114.5 million lek per month for salaries and social and health insurance;
For 1,500 teaching staff in the vocational education system, under the Ministry of Economy and Innovation, the effects are estimated at around 6 million lek per month for salaries and social and health insurance;
For 4,890 teaching staff in the preschool education system, children's cultural centers and school dormitories, the effects are estimated at around 16.7 million lek per month for salaries and social and health insurance.
