The chief prosecutor of Vlora turns out to be a user of the encrypted application Sky ECC, an application used by elements of the mafia and crime.
New details have been revealed about the chief prosecutor of Vlora, Aurel Zaraka, who was arrested this morning by order of SPAK.
Zarka is charged with the criminal offense of "Exercising illegal influence on persons exercising public functions".
It is learned that the chief prosecutor of Vlora turns out to be a user of the encrypted application Sky ECC, an application used by elements of the mafia and crime.
It is suspected that Zarka is the user of four codes of the SKY ECC application, where there are doubts from the prosecutor's side, that there were talks about favors and other crimes, for which the prosecutors have identified the roles of those involved.
In addition to Aurel Zaraka, former Serious Crimes officer Eriona Dautaj, lawyers Radovan Ccela and Astrit Vladi were also arrested.
The head of the Vlora Prosecutor's Office, Aurel Zarka, was confirmed in office in June 2024 by the Independent Qualification Commission, KPK. Aurel Zarka started his career in the justice system as a Judicial Police officer in 2004 at the former Serious Crimes Prosecutor's Office.
He was appointed prosecutor in 2012 and since then he has been working in the District Prosecutor's Office of Vlora, where he recently held the position of head.
How many years in prison does the Prosecutor risk if found guilty?
"Promising, proposing or giving, directly or indirectly, any improper benefit, for himself or for other persons, to the person who promises or ensures that he is able to exercise illegal influence on the performance of duties and decision-making by persons who exercise public functions, Albanian or foreign, regardless of whether the exercise of influence has been carried out or whether the desired consequences have occurred or not, are punished with imprisonment from six months to three years.
Seeking, receiving or accepting, directly or indirectly, any improper benefit, for himself or for other persons, by promising or securing the ability to exercise illegal influence in the performance of duty by persons exercising public functions, Albanians or foreigners, regardless of whether the exercise of influence has been carried out or whether the desired consequences have occurred or not, are punished with imprisonment from six months to four years", provided in Article 245-1 of the Constitution.
Zarka's career
The head of the Vlora Prosecutor's Office, Aurel Zarka, was confirmed in office in June 2024 by the Independent Qualification Commission, KPK.
Zarka had a brief hearing a day earlier, during which he gave brief explanations for two findings on the wealth criterion. Zarka was positively evaluated for her clean image and professionalism. Likewise, no problems were identified for four complaints submitted to the KPK by the public.
The vetting process for prosecutor Zarka was carried out by the KPK body headed by Suela Zhegu, with rapporteur Roland Ilian and member Genta Tafa Bungo.
Marie Tuma was present as an international observer. Aurel Zarka started his career in the justice system as a Judicial Police officer in 2004 at the former Serious Crimes Prosecutor's Office. He was appointed prosecutor in 2012 and since then currently works in the District Prosecutor's Office of Vlora, where he recently held the position of manager.
