The details of the tender for which SPAK accuses of corruption and placed in handcuffs the Secretary General of the Ministry of Health and Social Protection, Joana Duro, and the official Laura Sheto, with the position of High Level Specialist in the Agency for the Provision of Public Services, have been revealed. They are accused of abusing the tender with object "Lot 1 "Supervision for the reconstruction of some Health Centers in Tirana and Durrës counties".
The tender that SPAK says was held on May 22 and its entire limit fund was 805,872 ALL, excluding VAT.
According to SPAK, Joana Duro received 330,000 ALL bribes from the economic operator to declare her the winner of the tender. The announcement states that the money was given by citizen Laura Sheto.
With a simple calculation, it turns out that the General Secretary of the Ministry of Health received bribes of 41% of the tender's limit fund.
SPAK says that in the office of the General Secretary it has seized as material evidence the sum of 330,000 ALL (a sum which constitutes the irregular benefit given by Laureta Sheto).
Joana Duro and Laureta Sheto are accused of the criminal offenses "Passive corruption of high state officials or local elected officials" and "Active corruption of high state officials or local elected officials".
