While GJKKO has started the trial for Fatmir Mediu regarding the massacre of Gërdec and the investigations are continuing, still after 15 years there is no justice, while for the first time the testimony of Shkëlzen Berisha is also required. Petro Koçi narrated today on Report Tv the behind-the-scenes meeting of the National Security Council, called at that time by former president Bamir Topi a week after the Gërdec tragedy.
Petro Koçi was present among the highest state officials in this meeting, in the role of vice-chairman of the Parliamentary Committee for National Security. Invited to the show 'Studio Live', Petro Koçi tells what happened that day in the meeting and the efforts of former Prime Minister Sali Berisha to attribute to foreign services the terrible massacre that took the lives of 26 innocent people.
" Berisha made an effort to attach this whole event to the foreign services. He called it an act of foreign services. There was nothing concrete, but of course it was absurd to have drawn so many conclusions in such a short time. So that was noticed. It seemed that he wanted to avoid the corresponding responsibility that belonged to the Ministry of Defense ", said Petro Koçi.
Petro Koçi says that all the institutions played 'ping-pong', trying to remove their responsibilities. Exactly these efforts, according to Koç, show that the state chain is responsible for that great tragedy. The socialist MP says that SPAK should take it as the minutes of the meeting.
" Each institution tried to remove responsibility from itself. This was everyone's reaction, everyone was talking about the responsibility of the others. SPAK must take the minutes of the meeting as evidence. It is not the only material that supports the investigation and trial, but serves to refer to other evidence that SPAK has. It was more of a formality than a meeting where officials are dedicated to reflecting on the event.
What was surprising was the attempt to shift responsibility and blame to foreign services. This, in my opinion, is a fact which proves that the responsibility lies with those who try to shift the blame to someone else ," said Koçi.
Koçi also recounted the meetings he had with Kosta Trebicka, one of Gërdec's key witnesses, who on September 12, 2008, was found dead under mysterious circumstances, in a field above Voskopoja. Koçi says that in the meetings he had with Trebicka, the latter told him that he met with Shkëlzen Berisha to talk about the price of cartridges.
" I remember him telling me that they met to talk about the process, cartridges, etc. He accused the government of interfering in a business, which according to him belonged to him. He also talked about prices, things, as far as I remember. He accused the Berisha family. There was a kind of violation of one's own interest, but to me, at least for my standard of political morality, it seemed unacceptable for the son of a prime minister to be involved in some kind of business or affair that also had to do with security. I also thought it was a strange thing ," Koçi said.
Regarding the debate between the Minister of Defense, Fatmir Mediu and the Chief of the General Staff, Luan Hoxha, Koçi said that the latter stated that the army had no role and did not accept any kind of responsibility.
“Po ka patur një lloj bisede, ku të paktën pjesa ushtarake mundohej të mos pranonte asnjë lloj përgjegjësie. Njëri nga reagimet e mia ky ka qenë, se unë mendoja se përgjegjësia nuk duhej të ishte e përqendruar në një nivel”, tha Koçi.
Deputeti socialist thotë se duhet të ketë më shumë guxim nga drejtësia e re që të thërrasë dëshmitarë të rinj për Gërdecin, mes tyre edhe Sali Berishën.
“Berisha mungon, edhe ish-shefi i shtabit mungon. Unë besoj se ka vend për të guxuar për dëshmitarë të rinj. Deri dje drejtësia e ka pas të pamundur të prekte nivele të larta të politikës, konsideroheshin të frikshëm. Situata ka ndryshuar dukshëm. Nuk është tabu të thërrasësh Berishën në SPAK, pse jo për të filluar hetim nëse provat tregojnë se dikush është në faj”, u shpreh Koçi.
In that meeting, President Topi demanded the clarification of the culprits and those responsible by name and surname, as well as a serious, rigorous and transparent investigation into that unfortunate event. It called on the General Prosecutor's Office to conduct investigations independent of politics and demanded that the relevant authorities take their political and legal responsibilities. The testimonies of all the participants would be very valuable for the court and the investigations at the stage of the judicial process where they are currently.
