Security expert Fatjon Softa has stated that if there is no transparency and oversight, the volunteer police could be misused politically or by criminal groups.
Softa pointed out that people with political activity should be excluded from the volunteer police, adding that if patronage activists were certified, they would turn into a dangerous political structure.
Softa raises the question of who will control the volunteer police officers, will there be an audit of them.
" The volunteer police is a government VKM, it has been an attempt since 2019 but it has not functioned due to political disagreement, viewed with skepticism even by civil society itself. If there is no agreement, transparency, and a degree of trust from the parties, it can be used politically, it can be used by criminal groups, and their lack of professionalism may conflict with the policies of the State Police, which could create conflicts in certain areas.
Seen from one side, that it can be of help to the State Police, is definitely positive, but the uncertainty is on the financial side. How will these people work? Are the people who will work with social security, without social security? The professional preparation that they must have, will be presented with a certificate, by training them at the Police Academy. Those with political cards and political activity should be excluded, because they will be misused.
Who will control this force besides the State Police? It could be the AMP, the People's Advocate, independent civil society institutions, can there be an audit of them? There are many questions. There will be no volunteer police who have the right to conduct an investigation, because it contradicts the law on the State Police and their competencies. They can be used in football matches, parties, various activities. To date, we have seen that criminal groups have recruited high-level police officers, think about volunteer forces, which will be free of charge, how much will their integrity be.
These people cannot take actions where they are not instructed and do not have a sector where they should act. An instruction must be given at the local police station. The most important thing is to have a national register of them. They must be kept under surveillance because they can be used by structures, even organized crime. They will have information, what they will supervise. If we certify the patronage agents, it will turn into a dangerous political structure ," he said on MCN TV.
