
If the Traffic Police, the Municipal Police, and the ARA do not cooperate among themselves to prevent road traffic problems in Tirana, coastal areas, and throughout the country, the 'headaches' for drivers and passengers will continue.
This was stated today in an interview for "Report TV", road expert Islam Qibini. Asked about the causes of heavy traffic, mainly during the summer season, in Tirana and coastal areas, he listed some and advised measures to solve the problems and discipline or alleviate them.
"The Traffic Police should also cooperate with the Municipal Police and the Albanian Road Authority. The police and road authorities should cooperate with other groups, such as those of rental cars, or concentrate services at points where there is more vehicle flow. This is also a premature move due to the change in high temperatures immediately. Or the movement of certain vehicles with movement in certain segments or roads. Especially in this period, in June, due to the temperatures, the circulation of a certain category of vehicles, of high tonnage, for example, should be limited, especially in coastal areas. But the Traffic Police should also be equipped with motorcycles, so that the officers can go faster to the scene of an incident where there is traffic or an accident, for example. Even the traffic lights need to be repaired, their timing, for example," said the expert.
Qibini also spoke about the chaos that is being created in the capital, especially in the area of "Kthesë e Kamzës", the Tirana-Durrës and Tirana-Rinas highways. He advised that patrols be more active at critical points and during the hours when problems arise.
"Tirana has a problem in the road segment that is currently being repaired, Tirana-Durrës, at Qafa e Kasharit, or Tirana-Rinas. It is necessary to anticipate, especially the traffic workers in the early hours of the morning, to discipline them as much as possible. There are certain hours in Tirana where traffic is created, it is not all the time. For example, the time of going to work and school for children. During peak hours, the Road and Municipal services must be concentrated to anticipate the flow. This is the situation, we have this infrastructure, we simply need to act with services during peak hours", he explained.
But heavy traffic is also created in the Elbasan area. The expert suggested that the ARRSH should start thinking about a large ring road in that area, connecting the cities to each other, to avoid heavy traffic. Even the Durrës overpass and underpass in the Plepave area cannot cope with the flow during the summer season, according to the expert, since the road infrastructure is not suitable.
He advised banning the circulation of heavy-duty vehicles during the day and relocating them at night, as well as trucks and food transport vehicles for commercial units.
"Even in Bradashesh, this traffic is created in a certain segment, and there too road services must intervene to prevent it. Although it must be said that the axis connecting Tirana with Elbasan, Peqin or Rrogozhina requires a large connecting ring that facilitates traffic. The Durrës road creates problems in the area of the Plepave underpass and overpass. This road infrastructure does not fully ensure the movement of the large flow of vehicles. Therefore, the movement of some high-tonnage vehicles must be limited during peak hours," said Qibini.
For Tirana, the expert suggested relocating the terminal from Kamza Turnpike towards Kombinat, while emphasizing that ARRSH is late with the reconstruction of Ndroqi Road, the works on which have begun.
"But in Tirana, for example, a terminal is also required for Central and Southern Albania, greatly easing traffic, priority should also be given to the Ndroq road, because it eases traffic, even though it has a deadline until 2027 and will have problems. Young people also create artificial flows with their speed or overtaking, creating problems in certain segments where it is not tolerated, the police should act more strongly in these cases. The ARA should also give priority to the most problematic roads or areas.
"The Ndroqi Road, where the works have begun, will ease the situation even more, even though it should have started earlier. It greatly eases the traffic situation in the area of the Kamza Turn or the Eagle Square. The cameras that will be installed will greatly facilitate not only traffic discipline, but also the reduction of accidents and will give positive results as an initiative ," explained the road expert.
But he stuck to the theory that needed to be turned into practice, where patrolling with increased forces at critical points, shifting heavy tonnage vehicles to night hours, and a terminal for the south at Kombinat, would significantly ease traffic in Tirana and everywhere in Albania.
"Some of the vehicles must move after 10:00 PM, mainly those of high tonnage, where measures must be taken and they must only circulate in the late hours of the night and until the morning. Some measures must be taken to prevent this situation. But the Municipality must also conduct a study on the relocation of the transport vehicle terminal to the south, to be moved from the Kamza Turn to the Combine", concluded Qibini.
