The Prosecutor of Shkodra, Agron Bushati, faced the Independent Qualification Commission, KPK on Wednesday, September 27, when during the hearing he was asked and gave answers mostly related to a denunciation of the last few hours, in which a video was presented where the subject appeared with two punching gloves, evidence of the prosecution, while in the car parked on the street sleeping with his daughter, for whom he clarified that he practices martial arts. The subject requested that this video not affect his career and salary, which he described as the main income for the family. KPK did not identify penalizing problems in terms of wealth and image, while in the professional aspect the disciplinary measures taken against him, as well as several denunciations and criminal reports, were dealt with.
About an hour and a half after the end of the hearing, the Commission announced the decision to confirm the position of prosecutor Agron Bushati, while transferring the denunciation received on Tuesday, which is about the recorded video, to the High Inspector of Justice for further verification. in order to conclude whether or not there is a disciplinary violation outside the provisions of vetting legislation.
The vetting process for Bushati is being carried out by the KPK body headed by Roland Ilia, with rapporteur Genta Tafa Bungo and member Suela Zhegun. Ferdinando Buatier was present as an international observer.
Agron Bushati started his career in the justice system as an investigator in 1994 and then as an officer of the Judicial Police. In 2001, he was appointed a prosecutor in the Shkodra Prosecutor's Office, where he has been working for more than two decades.
The subject and his wife have noted the income from work in the "veting" statement; the use of two vehicles and the purchase of another car from him; the use of his father's house and a rented apartment, for which the Commission has not found any problems. The overall financial analysis resulted in a positive balance.
The National Authority for the Security of Classified Information, AKSIK, has submitted a positive report for the prosecutor Bushati. While the Commission has established that several criminal proceedings have been registered against the subject's brother, who is a court bailiff, one of which is for "passive corruption".
Bungo observed that Bushati had completed the vetting statement at the time of the registration of this proceeding against his brother, and therefore it was not possible to reflect it. Even the other proceedings against the subject's brother were not found penalizing in the criterion of image purity.
KPK has not found any problems in the five drawn files and in the three selected by the prosecutor Bushati himself.
Meanwhile, from the archival data, it has been shown that two disciplinary measures were given to him, one in 2005 for a warning with a warning for dismissal and the other in 2008, when a one-year demotion was imposed as a judicial police officer. Regarding the remark, the Commission has assessed that it is outside the re-evaluation period, while the demotion was carried out after it was found that the investigations were delayed in some cases.
Prosecutor Bushati said that he had accepted the disciplinary measure, although he claimed that the facts are not as presented in the then administrative investigation.
He clarified that during that period there were loads at work, as well as in the family, since his mother was ill. According to him, after his mother fell ill, his father, who was blind, had to act as the head of the family and the caretaker.
