A year after their arrival in Vlora, the two floating energy production vessels "Tigri1" and "Tigri3" result with a hefty cost list but with 0 working days. 7.8 million USD have come from the budget of KESH only for the storage of fuel for the thermal power plant. The corporation will have to pay another US$68 million for rent and operations, as well as at least another US$100 million for the oil the ships will burn for production. The floating power plant was urgently commissioned a year ago to save us from the global energy crisis, but has not yet completed the tests needed before commissioning.
"Today, Albania has the opportunity to have two energy generating units in one of the most difficult moments, where the entire market, all states, have lobbied to have the generating units that the market had. And these are a fortune for us, as they will provide us with electricity that today is traded through exchanges at more than 600 Euros per megawatt," declared the Minister of Infrastructure and Energy Belinda Balluku, on September 26, 2022, during the inspection of two energy production ships that had arrived in the bay of Vlora.
The TEC consisting of two floating ships was leased by the Albanian Energy Corporation , in order to meet the country's energy needs at the height of the energy crisis.
The ships "Tigri 1" and "Tigri 3" were initially anchored in the port of Petrolifera Italo Albanese - which serves for the transportation of oil, to be finally moved to the Triport area of Vlora.
The Albanian Electric Power Corporation has yet to commission the floating power plant, although the two-year lease was heralded as a rescue from the global energy crisis.
But even though they have not started to carry out the mission to produce energy, the floating TEC has given the first blows to the budget of the Albanian Electricity Corporation.
In a non-competitive tender, the company 'Petrolifera Italo Albanese' has been declared the winner for the storage and loading-unloading of the oil that will be used for the floating power plant in Vlora. Through a direct negotiation procedure, KESH and Petrolifera have agreed that this service for "Tigrin 1" and "Tigrin 3" will cost 7.2 million euros or 7.8 million dollars.
Referring to the contract, Petrolifera will perform the service of unloading oil from the ships that will arrive at the Port, depositing it and then loading it into trucks, which will transport it to the two generating units. The notice for the tender was announced on July 31 of this year, while the procedure took place on August 30.
Një tjetër kosto që do të rëndojë KESH-in është ajo për sigurimin e naftës për prodhimin e energjisë nga anijet. Fatura e naftës që do të ndezë TEC-in lundrues parashikohet 100 milionë dollarë.
Por sigurimi i lëndës djegëse për të vënë në punë dy anijet lundruese në gjirin e Vlorës është një çështje ende e pazgjidhur.
Në fillim të muajit mars 2023, Korporata Elektroenergjetike Shqiptare hapi procedurën për shprehje interesi për furnizimin me lëndë djegëse për prodhimin e energjisë eletrike nga dy anijet. Pas kësaj procedure, KESH planifikonte që hapi i radhës të ishte çelja e tenderit në muajin maj, afat i cili u shkel.
“Menjëherë pas përcaktimit të kushteve kontraktore për depozitimin e lëndës djegëse pranë Triportit Vlorë, do të iniciohet procedura e furnizimit e lëndës djegëse HFO (Heavy Fuel Oil)”- pohonte KESH në një përgjigje zyrtare për Faktoje në muajin qershor.
Kjo është procedura më e madhe e prokurimit që është regjistruar ndonjëherë në Shqipëri për blerje mallrash.
Ndrkohë edhe nëse dy anijet nuk vihen asnjë ditë në punë, Korporata Elektroenergjitike Shqiptare do të paguajë 68 milionë dollarë, që është fatura për qiranë dhe operimin. 45 milionë dollarë do t’i marrë kompania amerikane Excelerate Energy për qiranë dyvjeçare dhe 22,5 milionë dollarë firma Renco për ofrimin e shërbimit të operimit.
Verifikimet e Faktoje tregojnë se anijet “Tigri 1” dhe “Tigri 3” janë ende në fazë testimi ndonëse kanë mbi një vit të ankoruara në Vlorë.
“Sqarojmë se të gjithë testimet e kësaj faze janë testime që kryhen përpara testimeve në ngarkesë dhe fazës së komisionimit. Nga ana e zhvilluesit deklarohet se testimet aktuale janë të suksesshme.”, thotë KESH në një përgjigje për Faktoje, teksa specifikon proceset e mbetura pa kryer.
“Janë në proces testimi sistemet hidraulike. Është në proces testimi elektro-mekanik pa ngarkesa, njësitë gjeneruese.”
Po ashtu, 12 muaj pas ardhjes së dy anijeve në brigjet e Vlorës, KESH nuk ka një afat se kur do të nisë prodhimi i energjisë elektrike nga dy njësitë gjeneruese të energjisë.
“Sipas parashikimeve nga ana e zhvilluesit planifikohet që komisionimi përpara vënies në funksion të realizohet në periudhën fund Tetor deri më 15 Nëntor.”, shkruan KESH për Faktoje, teksa kujdeset të sqarojë se pagesat e kripura të kontratës së anijeve do të nisin pas komisionimit të aseteve.
“Zbatimi i kontratës mes palëve fillon vetëm pas realizimit me sukses të komisionimit të njësive gjeneruese, moment ky nga i cili fillojnë edhe detyrimet financiare për palën.”
Azmer Duleviç, me profesion inxhinier elektrik, një nga zërat më kritikë ndaj termocentralit lundrues të prodhimit të energjisë në Vlorë, doli së fundmi në një deklaratë për mediat nën logon e Partisë Demokratike.
“Tec-et edhe pse ka kaluar një vit nuk po prodhojnë energji elektrike dhe të gjitha gjasat janë që nuk do vihen në punë. Për mendimin tim nëse ka një lëvizje të gabuar në sektorin elektroenergjetik është pikërisht marrja me qira e këtyre dy anijeve lundruese për prodhimin e energjisë. “, thotë për Faktoje, Duleviç teksa ngre si shqetësim faturat e fundit të importeve të energjisë elektrike nga KESH.
“KESH vazhdon blerjet e energjisë në mënyrë anonime dhe të jashtëligjshme duke shmangur bursën ALPEX! Në total për 1 javë KESH ka paguar nga taksat e mia dhe taksat tuaja 6, 1 milionë euro ndërkohë që Tec-et Lundruese ka fiks një vit që i ha ndryshku dhe nuk kanë punuar as edhe një ditë” pohoi Duleviç.
These are the results of the last auction conducted by KESH for the purchase of energy from abroad. Meanwhile, from January until today, the bill for imported energy purchases is about 35 million euros.
Anchored in the bay of Vlora for a year, the ships "Tigri 1" and "Tigri 3" have not turned on the generators for a single day. What we do know for sure is the cost to taxpayers in the hundreds of millions of dollars. The ships that would save us from the global energy crisis have not yet completed the testing and commissioning phase.
