The government is determined to control SPAK: We cannot just talk about

Today, more than ever, we need a justice system that is not only independent, but also accountable...

With 83 mandates secured from the May 11 elections, Prime Minister Edi Rama's 'supermajority' has clear goals towards the Special Prosecution Office SPAK. Stronger than ever and without a worthy opponent in front of them, the 'experts' of the Socialist Party have started to pull out old plans to capture SPAK.  
 
Such a signal was given today by the Minister of Justice, Ulsi Manja, at the roundtable "Assessment of the Institutional Architecture in Function of the Performance and Integrity of the Special Prosecution Office: Guarantees for Independence and Accountability Mechanisms".  
 
In his speech, Manja did not hide the 'fear' of the majority for not having a 'lever' of control over SPAK, as he emphasized that the independence of the Special Prosecution Office cannot be a goal in itself.  
 
According to him, independence must be accompanied by clear and effective accountability mechanisms, to guarantee that the power given to justice institutions does not turn into self-reference.  
 
“SPAK is one of the most tangible achievements of this reform – a structure built on the foundations of integrity, professionalism and functional independence. But, as the Report that was presented today rightly emphasizes, independence is not an end in itself. It must be accompanied by clear and effective accountability mechanisms, to guarantee that the power given to justice institutions does not turn into self-reference, but serves the public interest and the rule of law. In this context, inter-institutional coordination takes on a special importance ,” said Minister Manja, among other things.  
 
With this, Manja implied that the majority will create an artificial “lever” to control the work of SPAK. Such a "lever" has been prepared for months by Xhafaj and we will surely see it come to life with the start of the new parliamentary session.  
 
"Today, more than ever, we need a justice system that is not only independent, but also accountable for its results. This requires transparency, clear ethical and professional standards, as well as a new institutional culture that sees accountability not as a threat, but as an integral part of its legitimacy ," concluded Manja. 

Meanwhile, at the same table with Minister Manja, was the head of SPAK himself, Alitn Dumani, who emphasized that some proposals coming from the Assembly aim at the independence of the Special Prosecutor's Office, thus signaling in a way the Assembly's attempt to 'capture' SPAK.
