For former president Bamir Topi, the Assembly of Albania and the commissions have lost their function.
In an interview in "Breaking" on Top News, Bamir Topi said that the problem starts with the composition of the parliament and their level, for which he said that some of them are not even educated. According to him, this heated situation and clashes between the parties is not bringing anything.
For this situation, Topi made responsible "the two architects who are ready to do 2008 biss, who are both in the game, one is outside, one is isolated at home and they have made a mess of this story"
" This situation worsens every day, I know that environment very well. The composition of the parliament, their level, a good part of them, in the majority do not represent anything. I don't want to be cynical but allow me to speak openly, some of them are not cultivated in the urban part, they are not read, they are not educated. Many of them have fallen into the net of decriminalization and continue to fall. Such is their level. That environment does not offer anything and this is a structural defect of the parliament, it manifests the great defect of the law to create political formations with the signature of the president. We have MPs and cloned political groups, one fine day you will see a MP as its leader. This environment, this environment, the way it is developing does not give me any kind of hope. Parliament doesn't work, commissions don't work, laws are passed in seconds.

As a former president, Bamir Topi said that the function of the institution of the presidency has changed and today, the president is no longer elected, but appointed.
" I believe that the institution of the president has a role, but the function of the president has also changed. I'm not talking about Mr. Begaj, I'm talking about the institution. It is an appendix of the majority, they are the two architects who realized it. They only thought about their fate, because having a president with 71 votes, they never fall into a crisis in the majority. You have successive presidencies, it was not their fault. But of this clause of the amendment of the constitution for the election with 71 votes. It is no longer an election, but a kind of appointment", Topi explained
Topi said that the chaos in the commissions is being done with the intention of dismantling Basha's party, while he called on the latter to sit down in political debates with the rest of the opposition.
" My analysis is done in a different direction, the problem is not the need to have a new law. The need is to dismantle Basha's party. For me, who knows that political formation, the goal is not to co-direct a commission, it is a formal matter. While OSCE/ODIHR says it should be everyone, the co-chair here is wanted for trophies. The goal is to discredit Basha's party, this is Berisha's goal. Today, paradoxically, Sali Berisha is very close to Edi Rama. Is it Friday today, Thursday is supposed to be the night of political debates in every show, no one can deny that a part of the media is not directly influenced by Edi Rama and Berisha. How is it possible that there was not a DP representative from Basha in all the shows", said Topi.
" They refuse to sit together at a table ", said the moderator Dafina Hysa.
" Then it is up to God Basha to take a direct stand on this, the situation is even more serious if he is here ", concluded Bamir Topi.
