Judges' salaries, Artan Hoxha reveals the behind-the-scenes: Berisha agrees
Artan Hoxha

According to Hoxha, the government itself has subverted the scheme by setting much higher salaries for GJKKO judges and SPAK prosecutors than for the head of state, which has led to the current debate.

The debate over judges' salaries has highlighted a common position between Sali Berisha and Prime Minister Edi Rama. This was stated by journalist Artan Hoxha, emphasizing that even the leader of the Democratic Party (DP) admitted that the salary pyramid is the government's responsibility.

According to Hoxha, the government itself has subverted the scheme by setting much higher salaries for GJKKO judges and SPAK prosecutors than for the head of state, which has led to the current debate.

But he stressed that the main problem is not salaries, but the dire state of the justice system: the lack of judges and prosecutors, the fivefold increase in the backlog of files, and citizens waiting for years for decisions.

Hoxha added on A2 CNN that despite the clamor for arrests, final convictions and confiscations of the assets of corrupt politicians are lacking, leaving justice reform with partial results.

Artan Hoxha : When the debate comes to this part of the judges' salaries here, I listened carefully today and Berisha was almost in agreement with Rama. This is an exclusivity of the government, he said. The government sets the salary pyramid, not the judiciary, but Mr. Berisha said it is Rama and there and I agree he broke the pyramid himself. Why? Because from the highest salary, which is the head of state, it was overturned with a special decision and the salary of the judges of the Special Court and the salary of the SPAK prosecutors were set, which is two to three times greater than that of the head of state. This thing overturned the scheme and today we are faced with this fact. But this is a very minor issue again for us because Rama seems to be trying to save about 37 million euros. Think that he has the money in the budget section.

I first ask the question that you claim that justice is being attacked, we are at the point where do we have justice? Do we have justice? SPAK and the special court are simply instruments of an entire system. We are in a situation where 10 years after we made that famous vote, today we have tested them and what are the effects of this that we have called the new justice and the effects today the day has come that neither the opposition nor the majority can hide. The stock of files has increased fivefold. We have halved the number of judges, we have eliminated the courts of appeal. We have left only one in Tirana, the prosecutor general complains in the report they make every year in parliament. I miss 40% of the republic's prosecutors, he says. Those citizens in Ersekë, in Bajram Curri, in Puka, in Skrapar, they don't care what he does at the door of SPAK. They care about the trouble he has there at the door of his house and his trouble is not a factory trouble. The cow is his factory and he's in trouble, they stole his cow.

If we look at it as propaganda with the propaganda plan, we are fine. So, we did it, but if we come to the decisions, we are lame. Only Fredi Bejleri finished quickly and left for Strasbourg, but Fredi Bejleri also became an MEP from the Fier prison. So the work of justice is also measured by the results and unfortunately the results are not just perception. The perception is that we have caught them all, we have taken them to prison. The work is that we have convicted them, what we have convicted them for and how much wealth we have seized from corruption. The confiscated assets so far are shining or or the vast majority are mainly from organized crime, but the money of high-level officials, politicians, we have not seen anything in the exhaust pipes, sir. No, we found it with the cleaner, we could not find out who had that money. We invoiced the cleaner to do the prison cleaning and this was what those judges and prosecutors did before. The problem is how you're going to get to the top level and where you're going to capture it and return this money to the citizens. Because that's what the new justice system was created for.
