
The former prosecutor who investigated the "Durrës-Kukës" file, Ervin Karanxha, said that this case should be reopened by SPAK.
Karanxha stated that former Transport Minister Lulzim Basha committed a criminal offense, adding that the real damage is over 600 million euros. He emphasized that the file was held hostage by Ina Rama, in order to be released beyond the deadline.
Kranjha has warned that this case may be reinvestigated, as according to him there is no legal obstacle to it not being reopened.
"This is a very important issue. The complaint came from engineer Arben Meçe. I was the prosecutor. We were dealing with a damage value of 230 million euros. It is suspected that the damage is greater because the road did not have final works. Expertise acts were also carried out. We have given the issue priority. We found that there was a legal violation, a criminal offense committed by the former Minister of Transport, Lulzim Basha. We then declared incompetence and transferred the case to the General Prosecutor's Office. The case went beyond the deadline and was dismissed.
The file was intentionally kept by Ina Rama, so that it would be out of time. The Supreme Court has expressed an annulled decision, evidence obtained outside the investigation period cannot be called. It is a great damage to the state budget. I think the damage is great, it could be over 600 million euros. Let's not forget, the euro was very strong back then. The law has changed. It can be restarted like the Mediu case. There is no legal obstacle to this matter being reinvestigated", the former prosecutor told "Abc News".
