After a long period of internal institutional reconfiguration, the US Department of State has returned its focus to the Western Balkans, this time not with declarations, but with concrete, striking instruments.
The adoption of the Western Balkans Democracy and Prosperity Act marks a strategic shift in the US approach to corruption: from selectively sanctioning individual political figures, towards systematically dismantling the financial, economic, and intermediary networks that keep corrupt power alive.
The act, which provides for a 90-day review period and is expected to produce the first concrete effects around March 2026, clearly signals a "political earthquake" in Albania, with a new and much broader list of non-grata.
In the Albanian context, the most likely consequences are the creation of a “second wave” of sanctions, which aims to close the gap between political punishment and criminal prosecution. This wave will not be limited to well-known political names, but will include: economic financiers, key business figures, intermediaries and informal operators, who facilitate, cover up and reproduce the system of corruption in Albania.
In addition to sanctions, the US is actually offering an action plan for SPAK, which will range from asset freezes to high-level arrests, aiming to "cleanse" the market from distorted competition before the 2027 elections.
The State Department appears to have 'screened' several sectors that are known to be the most problematic for money laundering and corruption.
The State Department's 90-day review targets sectors where the flow of "gray money" is highest:
1. Technological and Digital Infrastructure: Focus on NAKSHI contractors and the "corruption tax" on state digital services.
2. Real Estate and Construction: Review of luxury coastal developments and high-rise projects in Tirana.
3. Energy and Public Utilities: Supervision of state energy corporations (KESH, OST) and renewable energy concessions.
4. Public-Private Partnerships (PPP): Audit of waste management and infrastructure contracts.
5. Banking and Finance: Monitoring local banks to ensure they sever ties with newly sanctioned "enablers."
6. Strategic Tourism: Review of projects that have been given "strategic" status through political favoritism.
Symbolically and politically, this act represents a confirmation of the American hard line against actors considered a threat to the democratic stability of the region. The US sees the Western Balkans as a key geopolitical battleground and has decided to no longer tolerate compromise with high-level corruption, even if it brings political or diplomatic tensions.
