In 2022, dozens of students enrolled in the Faculty of Educational Sciences at the "Aleksandër Moisiu" University in Durrës, entered the Primary Education branch with the dream of becoming teachers. They completed their "Bachelor" and also enrolled in the professional Master for teachers.

But after a few weeks, they were suddenly notified that they could not continue their studies because their high school average was below 7.5, a criterion established by the Council of Ministers in 2020. Although in the year of admission the university had enrolled them normally, accepting them even with a lower average, now the students are being asked to deregister from the Master's.

At the admissions committee, the chairwoman admits that she announced the winners based on the Bachelor's average, but blames the students, claiming that they knew the rule. As the student protests that no one informed her, the chairwoman responds by saying that "this is the first slap she has ever received in her life."

Committee Chairwoman, Master:  I am the chairwoman of this committee and I have included you in the first list of winners and because of this particular number that you have, you will not pass.

Student:  Why did you make this the winning list?

Commission Chairperson, Master:  Correct! Because I was referring to the Bachelor's average. A VKM was set in 2016, which set an average of 6, then it increased, it became a big fuss, when the average increased to 7.5, the whole of Albania found out. And you can tell me what you want today, but you knew and we all knew.

Student:  No, we were not informed...

The Chairperson of the Commission, Master:  You have been informed that you cannot do the Master...

Student:  No, I wasn't informed, because if I had known this, I wouldn't have applied for the Master's at all. If I had known this, I wouldn't have chosen this Bachelor's, I would have prepared for 3 years. For 3 years I could have done something else.

In the meeting with the dean, the latter explains that the situation came about as a result of a directive from the ministry, not the university. She says that the system showed students warning signs from the beginning, but admits that "eyes were turned away."

The Dean's Office says that a letter will be sent to the Ministry of Education.

Student:  They can't continue their Master's degree, nor can they practice it as a profession. That's it!

Dean:  It has worked out for these people in the system. It works out for you, to start the teaching branch, if you get an X there, you can't continue with the Master's. It has worked out for you. For everyone. It is an instruction issued by the ministry, not by us. The instruction expressly states "From 2020, 21 onwards, if you have a high school average of this, you are allowed to do this, but you are not allowed to do the Master's". And for these people in the system, who at that moment, it worked out, they have turned a little blind eye.

Student:  You are aware, because now… Now the students… open up to read the law!

Dean:  The system, when they apply, they have it in front of them, we don't have it as a university.

Student:  Well, in this case, what are we going to do? What can these people do?

Dean:  I will try to contact the ministry. I will see, I will send some official letter. I will try to do what I have in my power to do and then give you an answer. Today I will give you an answer, what can a student do, who thinks that he can do something certain, I am worried that I will lie to you. I do not want to lie to you. There are some things that I really cannot enter the classrooms and tell them, have you seen the system. What do you think?

Student:  So how do we solve this in this case?

Dean:  I want to write a letter to him. To address the ministry, to see what solution we can give him. I'm telling you, what I can do and I think, that this is the most problematic, to find a long-term solution, not a short-term one.

Meanwhile, education expert Nora Malaj emphasizes that it is absurd that students are legally admitted to Bachelor's even with an average below 7.5, but are not allowed to do a Master's or even enter the market as teachers. / Klan
