
The former Prosecutor of Serious Crimes, Eugen Beci, stated that the murder of Entjan Nikulaj in Lezhë two days ago, which followed other murders between two tribes, Nikulaj and Lekstakaj, shows that the state has failed for 20 years, leaving behind only victims .
In an interview for the show "Te Paespozuarit", Beci said the high number of murders comes from the perpetrators not being caught and the minimal punishment of those who are arrested.

Eugen Beci : Regarding the chain of events in Lezha, connecting it to the murder that took place in the hotel, where it was discovered that a structured criminal group had agreed to a murder motivated by blood feud, certainly makes the work of law enforcement bodies difficult. Blood feud in the form of the Kanun, today is being adapted to modern times, murders are not committed by members of tribes in blood feud, but by paid killers and this makes the work of law enforcement bodies difficult, because it becomes difficult to connect the motive of the murder to blood feud with the hit man.
The fact that the bodies have had this conflict for 20 years shows that the state has failed to prevent the event and punish the persons.
Ylli Rakipi: What can the state do when we have two tribes that are killing each other?
Eugen Beci : In case the authorship of all the participants in an event is revealed and these people receive the maximum penalties, we have full preventive power, because the other side also understands that the state did justice. If the perpetrators of the events are not fully revealed, if they are punished a little, or avoid punishment, the other side is not inclined to have some kind of reconciliation because it sees that justice has not been done.
I worked for several years in the city of Shkodra. We have sentenced people for blood feuds, even with life sentences, but despite the fact that the person who committed the murder was punished, after a few years either the uncle's son or his brother was killed. So blood feud is not only a criminal problem, it is also a problem of the emancipation of society.
But a 50 percent has the law enforcement bodies that must avoid the collision. The police should have "antennas" towards the tribes that are at enmity, even through preventive interceptions.
