Prime Minister Edi Rama, even at the height of the electoral campaign, continues to donate public assets to oligarchs and SP sponsors through the infamous scheme of looting public property under the guise of "strategic investments".
An official source from the Municipality of Tepelena has informed "Pamphlet" that Rama has prepared a scenario to donate the green hill above the city of Tepelena, known as the Plaçi Hill, to the "Hako" sausage company, owned by businessman Adnan Hako, for free. This place is the only natural green environment in the city, which has so far remained untouched by any government.
The decision to donate this public property was personally signed by former mayor Tërmet Peçi, just before his resignation to run as a SP deputy. Peçi has sent the Ministry of Environment, the Strategic Investment Committee and the Territory Agency the document expressing agreement to give the "Hako" company the hill above the city of Tepelena, to build a large livestock farm and pig pastures there for a period of 99 years.
In fact, to justify this scandal, the Tepelena Municipality has produced a falsified report, claiming that it has received the approval and support of the residents, when in fact the citizens of Tepelena have never accepted the touching of this green and protected area, not even during the riots of '97.
The hill above Tepelena will be given the status of a “strategic investment”, which legally only envisages tourism or infrastructure investments of public interest. In reality, it will turn into a giant complex of pig stables, directly threatening public health and the city’s environment. The stench and risk of epidemics from the farm waste are inevitable, while the organic waste of the pigs will be discharged directly into the Vjosa River, which runs below the hill.
But this is not the first scandal for the "Hako" company in Tepelena. Earlier, with Decision No. 17/5, dated July 18, 2022 of the Strategic Investment Committee, headed by Rama himself, this company also acquired 104 hectares of public forest land on the banks of the Vjosa River in Peshtan, ostensibly for a tourist resort and livestock farm.
Even for the water supply of this complex, the owner of "Hako" has taken the water of the village of Mezhgoran with a dedicated water supply line, financed by the state budget with 3.8 million euros, leaving the residents of the area without water.
As if these privileges were not enough, Minister Mirela Kumbaro, with contract No. 3681, dated 02.06.2017, has also given the same company the tourist center of Butrint, which the company "Hako" has converted into restaurants and concrete guesthouses, using it free of charge for 12 years with the right to renew for another 15 years.
In this way, Edi Rama continues to reward the oligarchs who sponsored the campaign, selling the public "strategic investments" that are in fact scandalous plunder of Albanians' wealth./ Pamphlet
