Appointed by Oltion Çaçi and protected by Babloku, the director of IMT in Saranda has been arrested, charged and denounced dozens of times for illegal construction, corruption and forgery, but continues to command the territory like a state-licensed gang...
When the Chief Inspector of Territorial Protection of the Municipality of Saranda, Romina Pulaj, was arrested on February 22, 2022, citizens and businesses thought that the occupation of public spaces, illegal construction, bribes and clientelistic fines would finally stop. But disappointment came very quickly. After a short period with formal and weightless leaders, commanded by former mayor Adrian Gurma, in July 2023 the leadership of the Inspectorate of Territorial Protection (IMT) was taken over by an even more problematic figure: Nasip Hoxha, known for his dark records of abuse and corruption.
During his two years in this position, Nasip Hoxha has been denounced over 130 times to the Mayor of Saranda, Oltion Çaçi, but no action has been taken against him. On the contrary, Nasip has not only continued in office, but has become even more powerful. He allows the construction of palaces and villas without permits, hotel additions, the occupation of state lands, the cutting of trees in public parks, the erection of kiosks on sidewalks and public beaches, all with “forged papers” or without documents at all. There is also no shortage of cases where bribes have been taken to tolerate illegal constructions.
Mayor Oltion Çaçi has not taken any action to dismiss him, for the simple reason that Nasipi is his personal broker for deals with builders, businessmen, local heads of institutions, area deputies, senior government officials and the “strongmen” of power. In conversations with close people, Nasipi openly states that “orders come from above”, and that every envelope, bag or “trick” is divided according to the weight of the bribery chain.
A specific case of his abuse is documented in official letter no. 3839, dated May 30, 2025, in which Mayor Çaçi himself admits that a public area has been occupied without permission on “Butrinti” Street and that a private lawn is being built. However, on the ground, Nasip told citizens that the construction has a “regular permit from the Municipality”. In fact, when the denunciation reached the public, Nasip Hoxha increased the bribe fees, as he felt the security of inviolability guaranteed by Mayor Çaçi himself.
60 complaints have been filed against him at the Saranda Police and 13 criminal charges at the district prosecutor's office, but no action has been taken. Why? Because apart from the "bumps" he has made with segments of the police and local prosecutor's office, everyone knows that Nasipi is not touched without an order from above - and at the top is Babloku himself.
We recall that on November 23, 2023, just four months after his appointment, Nasip Hoxha was arrested for abuse of office, permitting unauthorized construction, falsifying territory control reports, and accepting bribes. But this story also ends with a farce. He “suddenly fell ill,” provided a false epikrisis for a serious illness, and after only 21 days in detention, he was released on bail. The Municipality of Saranda not only did not dismiss him, but also paid him for the 21 days of arrest as working days.
Before becoming head of the IMT in the Municipality of Saranda, Nasipi was director of the city's detention center, from where he was fired and charged with bringing drugs, cold weapons, and cell phones into detainees' cells, a scandal that was covered up, like many others in Saranda by the government linked to crime.
On March 13, 2024, three IMT inspectors, Viktor Qesari, Oltin Durmishi and Tonin Simoni, were arrested for taking bribes and permitting illegal construction. In their testimonies to the prosecution, they stated that they received orders from Chief Inspector Nasip Hoxha, and that they handed over part of the bribes to him. Despite this testimony, Nasip was not even called for a statement, and continues to lead the inspectorate unscathed.
The fact that even Prime Minister Edi Rama, even after dozens of public denunciations, has not taken any action to remove him, speaks clearly: Nasip Hoxha is the face of Babloku's true power in Saranda, a brutal representative of corruption and institutional incrimination, who uses his position to destroy the territory, to intimidate citizens and to strengthen the chain of bribes from the bottom to the top of the power pyramid./ Pamphlet
