The National Inspectorate for Territorial Protection (IKMT) has confirmed the scandal of recent media reports regarding the sinking of two buildings in "Durrës Marina", the project, otherwise known as the Alabar complex, which was presented as a strategic investment of 3.2 billion euros in the Durrës port area.
In an official statement, IKMT says that by order of the Chief Inspector, a special inspection group has been set up to verify the situation on the ground. This group was attended by IKMT inspectors, representatives of the Territorial Development Agency (AZHT), inspectors of the IMT of the Municipality of Durres, as well as specialists from the Construction Institute.
The reaction came after strong doubts about the quality of construction and the standards applied.
According to IKMT, the verifications were carried out within the framework of the implementation of the construction permit no. 2349/12 prot., dated 10.09.2023, approved by decision of the KKT on 01.08.2023, for two residential and service buildings in management areas A02 and A04, which are currently in the phase of external arrangement works.
At the end of the inspection, the topographic report of the Construction Institute found that building 02 had suffered a decrease of 28 cm, while building 04 had suffered a decrease of 18 cm.
Following these findings, IKMT has officially requested the project implementing company to immediately take measures to implement the necessary technical reinforcement projects, in order to guarantee the sustainability of the structures.
According to the institution, these interventions must be approved in advance by the responsible authorities, to ensure compliance with technical planning and construction conditions.
IKMT emphasizes that, in cooperation with other state institutions, it will continue to supervise the implementation of the law on construction sites and guarantee safety standards.
Problems with built buildings
According to the subcontractor, the problem began in the early stages of construction, where the deep piles necessary for a sandy and unstable terrain near the sea were not placed.
After the problems appeared, serious damage was found in the building, including structural cracks and broken fixed elements, such as doors and windows. Currently, according to the testimony, lateral reinforcement interventions with piles are being carried out, a solution that experts consider insufficient if it was not applied from the beginning.
On the other hand, measurements taken on the ground confirm a significant difference in level between the buildings. The results show differences of 70 centimeters to 1 meter between the structures, thus matching the denunciation made by the source within the project.
