The Tirana Court's decision states that the One Albania company has not fully cooperated with law enforcement authorities, by not making available data on the users of IP addresses that were suspected of being used for illegal activity.

As part of the codenamed "Ghost Call" operation, finalized by the State Police after a 2-year investigation in cooperation with Austrian authorities and with the support of Europol, several suspected bases for computer fraud through call centers in Tirana have been discovered and targeted.

According to the decision obtained by weblajm.com, three of these bases appear to have been the subject of a separate investigation, while the court documents also mention an element related to the cooperation of electronic communications operators.

The Tirana Court decision states that the company One Albania has not fully cooperated with law enforcement authorities, by not making available data on the users of IP addresses suspected of being used for illegal activity. According to the same document, the police have sent several official requests to the company, also reminding it of criminal liability in case of non-cooperation.

It is also reported that during the several-month period in which the company did not respond, the suspicious call center activity continued. Unlike other operators, who, according to the decision, have made their customer lists available to the authorities, One Albania appears to have refused to do so.

Meanwhile, Operation "Ghost Call" has uncovered a total of 12 premises adapted for this activity, 10 people have been arrested, while several others are wanted. Over 891 thousand euros, hundreds of electronic devices and other evidence suspected of being related to the fraud scheme have also been seized.

Investigations continue to fully uncover this activity and identify other persons involved.

It is further noted that due to the incomplete response from the company ONE Albania, the Albanian authorities have requested additional information from the Austrian authorities, which was then forwarded to ONE Albania to assist in the investigation.

However, in a response dated 19.12.2024, ONE Albania stated that the IP addresses in question are public and that it does not have the capacity to specifically identify users without having the end-user IP addresses.

For this reason, on 10.12.2024, the authorities sent another letter to the company, warning it of criminal consequences in case of delays or incorrect provision of information.

It is also mentioned that on December 3-4, 2024, a meeting was held between Albanian and Austrian authorities, where the establishment of a joint investigative group was decided.
