The second executive head of the CEC after Chairman Ilirjan Celibashi, in the position of Secretary General, will be Enea Hoti, used by Engjëll Agaçi and Bledi Çuçi as the embezzler of funds in the Ministry of Local Government, the Ministry of Agriculture and the Ministry of Interior.
During the 13 years of SP power, Enea Hoti has been a senior official in the positions of Chief Advisor, General Director and General Secretary in these 3 ministries, because according to him, he has completed 4 universities as a "Lawyer" within 7 years in Poland.
Referring to the form for personal education data, Enea Hoti stated that in the years 1996-1997, i.e. during 1 year, he completed his higher studies and graduated as a "Lawyer" in the city of Łódź, 120 kilometers from Warsaw, declaring only the place of residence "Dom Studenta XIV", "Jana Matejki" street, without declaring the name of the university.
We are facing the first deception of Enea Hoti, as the name "Dom Studenta XIV" in the city of Łódź is a dormitory only for those completing 3, 6 and 1-year courses for various professions, at the request of private companies that hire them as labor.
Also, Enea Hoti has stated that in the years 1997-2003 he completed his studies at 3 other universities for "Law" also in Poland, again declaring only the names of dormitories, specifically: "Dom Studenta 'Sabinki'", "Pavarësia 147" street; "Dom Studenta" No. 3, "Konarskiego 3" street in Rogas-Warsaw and the dormitory "Dom Studenta No. 4", "Zamenhofa 10a" street-Warsaw.
Enea Hoti, who has held 5 high-ranking state positions as Director General and Secretary General in 3 ministries in Albania, and will now be promoted to Secretary General in the CEC, does not state at which universities he studied "Law" during his 7 years in Poland.
In his personal file, in the directorates and ministries where he was a senior official, Enea Hoti has "International Higher Education for Lawyer" listed, but he has no diploma or accompanying documents for the studies he claims to have completed.
For 22 years in high government positions in Albania, Enea Hoti's name does not even appear in the database of foreign diplomas, recognized and equivalent in the Ministry of Education in Albania.
The personal file must include the diploma issued by the university in the foreign country, equivalent to the diploma certifying the completion of studies and the list of grades, equipped with a notarized apostille stamp and translated into Albanian by a licensed translator in Albania or Poland.
Enea Hoti does not have these documents in his file, but due to his connections with Engjëll Agaçi and Bledi Çuçi, he continues to be appointed to high state positions, with only a verbal declaration that he graduated as a "Lawyer" outside Albania./ Pamphlet
