The Special Prosecution Office has admitted that it has refused to investigate the scandal taking place in the Velipoja District, where Bashkim Ulaj has robbed residents of their properties to build a resort. Although the residents requested the assistance of SPAK, the latter has delegated the case to the Shkodra Prosecution Office.
SPAK has published data on the transparency program, where it indicates that it was asked at what stage the investigations are on the lawsuit for falsification of property documents by citizen Fatmir Shpellzaj, a case represented by lawyers Ndue Pjetra and Klodian Reçi.
SPAK's response was: "After verifying the reporting materials, these materials were forwarded to the Shkodra Prosecution Office, as the competent body for the investigation of the relevant criminal offenses."
In Rjoll, Velipoja, residents accuse state structures of police intervention, refusal of information, and diversion of investigations regarding 150 hectares of state and private land.
At the center of the accusations are Bashkim Ulaj and Fatmir Zenel Shpellzaj, for whom a criminal investigation is being sought for suspected forged property documents.
Regarding the lands in Baks-Rjoll, Velipoja, residents claim the existence of a cooperation scheme between justice institutions and the State Police, with the aim of protecting from criminal liability the officials involved in the ownership and construction process of the resort.
