
It now remains to be seen how courageous SPAK will be in stopping the influence and interference of criminal groups in the elections.
The Head of the Special Prosecution Office against Corruption and Organized Crime (SPAK), Altin Dumani, held a meeting today with the Head of the Durrës Prosecution Office, Suela Beluli, where the focus was on SPAK's strategy for electoral crimes.
As promised in the strategy of the Special Prosecution Office for electoral crimes, 16 SPAK offices have been opened across the country's regions.
At the meeting held at the premises of the Prosecutor's Office at the Court of First Instance of General Jurisdiction, Durrës, senior representatives of the Durrës DVP, prosecutors and officers assigned to the Temporary Special Section Against Electoral Crime of the Durrës Prosecutor's Office were also present.
Dumani gave his directives during the meeting on the way to act in case of violations during the election campaign. In essence, the importance of rapid response, effective coordination and information sharing between institutions was agreed upon, in order to identify and prosecute any action that violates the integrity of the free vote of citizens. The Durrës Prosecutor's Office, on the other hand, reaffirms its commitment to closely cooperate with all law enforcement institutions and to take any necessary legal action to protect the right to vote and the integrity of the electoral process.
Within the framework of the cooperation agreement between the Prosecutor General and the Director of SPAK, a special office has been made available to SPAK prosecutors and investigators at the Durrës Prosecutor's Office.
Since the start of the campaign on May 11, investigators of the National Bureau of Investigation have been present on the ground and ready to receive any reports or information from citizens regarding suspected criminal activities related to the elections.
This “Task Force”, which is headed by Chief Prosecutor Altin Dumani, will be active for three months, until the end of May. It consists of a central structure and investigative groups distributed in the field during the election period, which will include prosecutors, BKH investigators, financial investigators, administrative support staff in all 12 regions and 61 municipalities.
All these prosecutors will meet and hold meetings with the Director and the police structures of the district where they have been appointed as special coordinators during the 3-month period. The purpose of the meetings will be to establish an operational work with the aim of identifying cases where there is a tendency for vote buying by elements of political entities.
Within the framework of this initiative, it is worth noting that Durrës has been a problematic city during the election campaigns, with various criminal groups that have been involved in supporting certain individuals and various political entities, with the aim of extending their influence to the Parliament.
The most flagrant case was that of former socialist MP Jurgys Çyrbja, who, according to SkyEcc wiretaps, had connections to Shijak's criminal groups and was helped by them during the electoral campaign when he was elected MP. It now remains to be seen how courageous SPAK will be to stop the influence and interference of criminal groups in the elections.
