This is a newly opened company in February 2020 with sole shareholder, Artan Lleshin, where its commercial object is: "...consultancy and services for hospital structures as well as supplies of medical equipment and products. Transportation of hazardous hospital waste...etc.
The company has a capital of 10 thousand old lek, but surprisingly it has registered immediate profits.
Two months after registration in the NRC, "Gama Service" of the Commercial Service Director at "Sani Service", enters into commercial relations, making transactions from the sterilization concession.
According to the SPAK file, from April 2020 to December 2021, "Gama Service" earned the amount of 1 billion 169 ALL.
All this financial value is obtained from the transactions that this company has carried out from the concessionaire "Sani Service", where Lleshi is the Director.
The money was taken from the state budget through the company "Sani Service" and then distributed to other companies newly opened by friends of Ilir Rrapaj and Klodian Rrjepaj, being disguised with utility bills.
Such a scheme was also used in the concessions of the incinerators of Elbasan, Tirana and Fier. Such schemes are able to be concretized only by a handful of people who have known each other for years.
According to the SPAK file, it turns out that Rjepaj and Ilir Rrapaj have been friends since their university studies. Their friendship from the school period has also been confirmed with Artan Lleshi, the Director of the Concessionary Company "Sani Service".
With a minister like Iir Beqaj who was friends with Ilir Rrapaj, a deputy minister like Klodian Rrjepaj who was friends with Rrapaj, and Artan Lleshi who knew him from the time of university studies, it is clear that the concession of sterilization of surgical equipment has served as a business of old friends, where the main goal has been financial gain.
