The businessman Ilir Rrapaj who owns the lion's share in the sterilization concession, who was arrested by order of SPAK under suspicion of fraud, had close acquaintance and friendship with the former minister of health Ilir Beqaj and the former deputy minister Klodian Rjepaj.
Journalist Klodiana Lala reports that a month after businessman Rrapaj traveled with Beqjan and Rjepaj, he created his own company in Pristina through which he won 40 percent of the concession.
Through a post on social networks, Lala informs that their acquaintance started in November 2013, before the concession procedure.
She further adds that Ilir Rrapaj creates the company Investital LLC, part of the companies that entered the competition for the 40 percent concession. Lala writes that this company was created just one month before the order of the Minister of Health dated August 18, 2014 for the establishment of the concession granting commission.
