Former Minister of Health, Ilir Beqja, former deputy. minister Klodian Rrjepaj and businessman Ilir Rrapaj have traveled together after signing the sterilization concession, the issue for which eight security measures were provided by GJKKO.

The file mentions other details that were not mentioned earlier regarding the expression of agreement, where the former Minister of Health requested a meeting with the chiefs of Surgery before the concessionaire contract was signed in December 2015, for which Beqja requested full power and received approval from four other ministers, Mirela Kumbaro, Edmond Panariti, Arben Ahmetaj and Lefter Koka. They agree on the agreement with the Italian side, signed in Umbria which then opened the procedure for the sterilization concession in December 2015.
