The weight of concessions in the Albanian economy is growing rapidly. Likewise, the profits that the concessionaire companies receive from their contracts, which are mostly monopolies by law.

Oligarkia.al analyzed the balance sheets of 17 main concession companies in Albania, without including those in the field of energy production. According to the balance sheets submitted to the National Center for 2022, these companies achieved a turnover of over 600 million euros, registering a gross profit before taxes in the amount of 155 million euros. But which concessions made the most money last year?

Bankers on top

According to the balance sheets, Bankers Petroleum is in first place. The Chinese-owned company, which has a concession to use the oil field in Patos Marinzë, last year recorded a fiscal profit before taxes of 7 billion lek or 67.1 million euros at the current exchange rate (1 euro = 105 lek).

The Chinese company's profits have exploded after the sharp rise in oil prices caused by the war in Ukraine. With the price last year fluctuating between $80 and $120 per barrel, Bankers is cashing in like never before.

The tax regime, which governs the exploitation of oil fields, provides that when the concession companies recover the cost, the profit is shared half with the state. But even though it uses the largest oil field, for almost 20 years already, Bankers has not paid any profit tax until now.

Theoretically, the cost recovery coefficient has been reached, but there are debates between the government and the company, because Bankers requires compensation for the increase in rent and taxation of raw materials according to the stability clause in the concession contract. Consequently, even for the previous year, most likely the company will continue not to pay tax on profit.

Airport and passports

In second place, after the Chinese Bankers, is Tirana Airport. The concession company declared a profit before taxes in the amount of 34.5 million euros for the last year as a result of the increase in the flow of passengers and the tourist boom that the country is going through.

The podium of the trio of concessions with the biggest fiscal profits closes with Allies. The company that had a concession for the production of ID cards and biometric passports for almost 15 years, closed the last year of the contract with a profit before taxes of 16.5 million euros. This concession has now ended and the production of ID cards will be carried out through the state company IdentiTek.

Chromium, fertilizers and SPAK

Lista vazhdon me Albchrome, në vendin e katër. Kompania që ka me koncesion shfrytëzimin e disa vendburimeve të kromit në Shqipëri, ende nuk e ka dorëzuar bilancin e saj të plotë. Por sipas bilancit të mëmës, rezulton se për vitin e kaluar Albchrome ka ndarë 13.1 milionë euro dividend për kompaninë mëmë. Gjithsesi ky është niveli dysheme i fitimit që koncesioni i kromit ka realizuar për vitin e kaluar, pasi mund të mos e ketë destinuar të gjithë fitimin si dividend për mëmën.

Pesëshja e parë mbyllet me kompaninë Integrated Energy. Kompania, që nga publiku njihet më së shumti si inceneratori i Tiranës, vitin e kaluar rezulton të ketë realizuar një fitim fiskal para taksave prej 6.5 milionë eurosh. Tashmë kjo kompani është nën administrim shtetëror për shkak të sekuestrimit nga SPAK.

The list continues with MBB port, scanning, sterilization, fiscal stamps and branding, which recorded a gross profit of between 1.6 million and 3.1 million euros.

The evil eye

Out of the 17 realized concessions, only one resulted in a loss. It is the EMS company, which has an eastern terminal in the Port of Durrës. The business of the German company has marked a significant contraction after the changes in the Port of Durrës and the signing of the contract between the Albanian government and the Arab company Eagle Hills for the construction of the Tourist Port.

For these disputes, the EMS company has sued Albania in arbitration where it demands 40 million euros in damages from the Albanian government for unilateral breach of contract.
