The head of the Albanian Development Fund Dritan Agolli, two Bulgarian fraudsters Dimo Dimov and Asen Todorov, as well as Skënder Bokçiu, convicted twice for theft and corruption, are responsible for the fraud with the implementation of the contract for the construction of the Rrëshen (Perlat) - Lure road. , worth 13 million euros, appropriating the funds and abandoning the works.
In February 2023, Prime Minister Edi Rama announced that the Perlat-Lure road, which connects Mirdita with Peshkopina, would be completed at the end of 2023.
"Work continues on the construction site of "Lura Road", the long-awaited regional connecting road, 61 km Perlat (Mirditë)-Lura Arrës (Peshkopi), which will be completed at the end of the year, opening a missing gate on one of the most beautiful rare tourist attractions of the north, while also serving for the economic development of the surrounding areas", wrote Rama.
In February 2022, the "mammoth" of the ADF Dritan Agolli signed the contract with the Bulgarian company, AVTOMAGISTRALI-TCHERNO MORE, behind which several "ustallars in Tirana" are hiding, for the construction of the Perlat-Lure road.

In the summer of this year, the head of SPAK, Altin Dumani, announced by the USA as the world champion in the fight against corruption, visited Lura. Dumani, the man who is demolishing the fortress of impunity in Albania, saw closely the fraud with the construction of the Lura road. When Dumani landed in Lure, the road he passed through, according to the contract, should have been completed. It is not known whether the head of SPAK has launched an investigation mainly for a criminal offense that he himself found on the ground.
What happened?
After winning the tender, the two Bulgarian fraudsters Dimo Dimov and Asen Todorov of the company AVTOMAGISTRALI-TCHERNO MORE contracted the construction company Arifaj shpk, for the implementation of the contract, a company filed for tender corruption, fraud and extortion through the VAT scheme. According to the documents, the contract would start to be implemented in March 2023 and end in March 2024. Today, at the end of 2024, the Perlat-Lure road is as it was. The money has been plowed, but there is no road.
Behind the company Arifaj shpk is Skënder Bokçiu, a person filed, certified and convicted for corruption with tenders, theft of public funds, corruption of public officials, fraud, etc. Skënder Bokçiu has been arrested and convicted before, for bribery and corruption, on Has-Qafë Prushi street.
Bokçi made the prison and started the avaza again. In 2014, Skënder Bokçiu was arrested and convicted again, now as part of an organized scheme, for stealing the state budget with VAT refunds.
Skender Bokçiu was found guilty as part of a group of 20 thieves who, with the fraudulent VAT scheme, robbed 2.5 million euros of public money. He got out of prison for the second time and started avazi again, but this time hiding behind his wife, Rezarta Bokçiu.
When he was imprisoned for the first time for corruption with tenders, Skënder Bokçiu decided to transfer the construction company to his wife, Rezarta Bokçiu, who still appears as the owner in the papers of 'Arifaj'.
In 2018, Rezarta Bokçiu, the mask of Skënder Bokçiu, was charged by the Prosecutor's Office together with 7 other businessmen for the charges of "Destruction of property by other means", "Forgery of documents", "Illegal construction" and " Abuse of duty", for the theft of gravel from the Shushicë River along the Peshkopi-Gjorm road axis.
Just a few months ago, the administrator of the "Arifaj" company, Rezarta Bokçiu, was arrested by the Elbasan prosecutor's office for abuses in the construction of the "Gjinar-Elbasan" road. For this road segment, Bokçiu was taken as a defendant, where Dashamir Xhikes and Andi Toma were also part of the file.
In recent years, the company Arifaj, filed for environmental crimes, corruption, fraud with the implementation of contracts, fraud schemes with VAT, etc., has received over 40 million euros in public tenders.
Over 30 million euros tender was received precisely from the Albanian Development Fund headed by Dritan Agolli, who has turned the ADF into an instrument for the enrichment of his family, setting up million euro businesses in the name of his wife Rovena Agolli and his son Fladi Agolli. /Backstage
