Vladimir Putin urgently summoned the permanent members of the Security Council to personally attend a meeting on Wednesday, a move that underscores the seriousness of the situation around the Kaliningrad region. At the heart of the closed-door meeting were files marked "top secret" whose contents are directly related to strengthening the region's defense.
Kaliningrad, historically known as Königsberg, is a strategically important port city and the administrative center of the region of the same name (Kaliningrad Oblast). It constitutes a Russian enclave on the Baltic Sea, which is completely geographically separated from the rest of Russia and is bordered by Lithuania and Poland.
