The former mayor of Rrogozhina, Edison Memolla, sentenced to 1 year in prison for electoral corruption, has appealed to the Supreme Court, where he requested the annulment of the decision given by the Special Appeal. Genti Shala has been appointed as rapporteur for Memolla's appeal.
After the announcement of the decision by the Special Court of Appeal, Memolla surrendered to the police and was then transferred to the prison in Rrogozhina, where he is currently serving his sentence. As a result of the arrest, the municipality has been temporarily led by a deputy mayor.
The investigation against him began after the publication of an audio recording in which Memolla, at the time a candidate for mayor, was heard intervening with an OSHEE employee to prevent a debtor subscriber from cutting off electricity.
The court also stripped Memolla of his right to hold public office for 5 years. His two associates, Blerim Xhamani, 48, and Ndriçim Tafgjata, 54, all residents of Rrogozhina, were also arrested with him.
Blerim Xhamani was also sentenced to 1 year in prison for "active corruption in elections" and "forgery of documents", committed in collaboration. Ndriçim Tafgjata was also sentenced to 1 year in prison for "active corruption in elections".
While Isuf Tosku, accused of "forgery of documents", was sentenced to 8 months in prison, but his sentence was suspended and he was placed on probation for 1 year and 4 months.
The investigation against Memolla began after the media published an audio recording, where, according to the Special Structure against Corruption and Organized Crime (SPAK), he was heard intervening with an OSHEE employee to prevent a debtor subscriber from cutting off his electricity, in order to secure her vote in the local by-elections of March 6, 2022.
At that time, Memolla was running for mayor under the banner of the Socialist Party.
SPAK completed the investigations into this matter on November 2, 2023, and now, with the final decision, the sentence has entered into force.
