The appeal of the GjKKO overturns Belinda Balluku/ Leaves the suspension from office in effect
This Monday, March 9, the Special Court of Appeal is holding a hearing on the security measure "suspension from the exercise of office" for former Deputy Prime Minister Belinda Balluku, following the reasoning of the decision by the Constitutional Court.
The appeal of the Special Court of Appeal has overturned Belinda Balluku, leaving the measure of suspension from office in force.
The decision was made by judge Miliana Muça who reviewed the appeal made by Balluku's lawyers against the security measure.
Balluku is no longer Minister of Infrastructure and Energy and Deputy Prime Minister and the Special Appeal must make a decision, even if it is to conclude that there is no subject matter for this matter.
The Constitutional Court ruled on February 6, on the request submitted by the government regarding the decision of the Special Court Against Corruption and Organized Crime (GJKKO), which in November 2025 decided to suspend Belinda Balluku from her duties as Deputy Prime Minister and Minister of Infrastructure and Energy.
The Constitutional Court decided to dismiss the government's lawsuit, after the judges voted 4 in favor and 4 against, failing to reach the necessary quorum. Thus, the suspension measure for Belinda Balluku, which had been lifted on December 12, 2025, was reinstated by this court's verdict.
Conditions not met/ SP rejects SPAK's request for the arrest of Belinda Balluku
The Socialist Party rejects SPAK's request for the arrest of Belinda Balluku, former Deputy Prime Minister and former Minister of Infrastructure. According to the report drafted by the 5 socialist members of the Council of Mandates and Immunities, in the case of Belinda Balluku, the conditions for her arrest, based on the request of SPAK, are not met.
In the report that Ulsi Manja read before the socialist parliamentary group and which also constitutes the position of the SP in the Council of Mandates and Immunities, it is stated that despite SPAK's claims for the increase of charges, the criminal offense remains the same, the violation of equality in tenders.
The report said that there is no accusation of bias against Belinda Balluku, nor is there any direct or indirect evidence that she tampered with evidence.
Today the first hearing on the merits of the Veliaj file/ The mayor refuses to appear; SPAK prosecutor in the courtroom
Today, the first hearing on the merits of the case against the mayor of Tirana, Erion Veliaj, is taking place at the Special Court.
SPAK prosecutor Ols Dado appeared at the hearing, while Mayor Veliaj was not present.
Veliaj's defense read a statement from the mayor of Tirana from the Durrës detention center, where he stated: "I do not want to appear at the hearing."
The judicial panel that is examining the case on the merits consists of Engjëllushe Tahiri, Alma Kodraliu and Rudina Palloj.
Erion Veliaj was arrested on February 10, accused of having, together with his wife Ajola Xoxa, built a complex corruption and money laundering scheme to illegally benefit from municipality funds and bribes from its businessmen contractors, using a network of companies and non-profit organizations.
SPAK has listed 13 charges against Veliaj, such as passive corruption, money laundering, failure to declare assets, abuse of office, and bringing items into prison.
Competition for State Police leaders/ Names of candidates revealed
As the deadline for submitting candidacies for the leadership of the State Police is approaching its end, some of the names of the officers who have decided to compete for the position of director general have begun to emerge.
According to information, among the candidates is career officer Pëllumb Seferi, with 28 years of experience in the police, who currently holds the position of director of the Association of European Students who graduate from the FBI in the USA.
The current director of the Vlora Police, Elidon Çela, with 25 years of career, who is considered one of the potential candidates, is also running for the position of chief of police.
Another name in this race is the director of the Durrës Police, Afrim Tafa. Officers Lutfi Minxhozi and Idajet Faskaj have also submitted their candidacy.
In the two days remaining until the end of the deadline, it is expected that other names will be added to the list of candidates, including some that have been rumored since the opening of the competition, such as Tonin Vocaj and the current director of the Fier Police, Skënder Hitaj.
