The escape of Xelal Rraja, the suspected leader of a criminal gang based in Nikël i Krujës, ended at noon on Wednesday, after the police arrested him at an unspecified location. According to the police announcement, the arrest of Rraja was carried out "after a genuine investigative work".
Rraja became known to the public in July of last year as the organizer of the beating of two citizens of the area, a chilling event that was recorded by the beaters themselves before it leaked to the media and became public. In the video, some members of the Rraja family beat two cousins with baseball bats after they found them in a bar.
In the video, someone can be heard shouting "Kill - Kill!" as the merciless blows continue, in an act that was clearly intended to frighten the victims, even after they were on the floor. The reason for the violence was that the cousins had complained to the police about the explosions in a quarry near their homes. Rraja, however, escaped without consequences from the incident, which was declared by the Tirana prosecutor's office as an intentional slight injury, while the perpetrators were not arrested by the police as they could not be found.
Rraja was arrested on Wednesday for more serious charges, "Providing the conditions and material means to commit murder" and "Participation in a structured criminal group". The first offense is punishable by up to five years in prison, while the second offense adds five years in prison to the first sentence, for a maximum of ten years.
According to the prosecutors, "citizen Xelal Rraja had the role of organizing the people who will carry out the execution of citizen Arben Ndoka."
In one of his conversations with the citizen Durim Bami, Rraja informed the latter about a visit that former socialist MP Arben Ndoka would make to Tirana to console the family of a justice official who died due to natural causes, which which was supposed to constitute an opportunity to kill him. Bami inspected the place where the assassination was expected to take place in front of the Faculty of Language and Literature on Elbasan Street and assigns Markle Haka to do the murder. The plan failed because Ndoka did not come to visit.
The Seven Gangs case contains 50 people accused of eighteen different crimes and was made possible by the fact that most of the suspects used a special app called Sky ECC for their communications, which they believed to be bugged. The French police seized the server of the application, enabling the disclosure of a large number of criminal acts.
In the case of the Seven Gangs, the proven events span 2020 and early 2021 and feature Arben Ndoka's attempts to kill Durim Bami and others in revenge for the murder of his brother two years earlier. Ndoka enlists the services of other gangs allied with him, while the assassination attempt against Bami fails, prompting Bami's plans to kill Ndoka.
Arben Ndoka is currently on the run, while Durim Bami has been arrested in Dubai, a place preferred by the heads of Albanian criminal gangs because Albania has not managed to extradite any accused from the United Arab Emirates to date.
Astrit Avdyli, leader of another criminal gang accused of helping Arben Ndoka in the plan to kill Durim Bami, was arrested a few days ago in his apartment in Shijak.
Among the other suspected leaders of these groups, Ervis Martinaj has been declared missing, while Ilia Ndoka was arrested in Italy and Leonard Duka was arrested in Belgium./BIRN
